Subject: Construction of the Glenshire Pipelines-2003 Project
1. Why this matter is before the board:
District Staff has prepared a set of Bid Documents for construction of the Glenshire Pipelines-
2003 Project.
Approval from the Board of Directors is necessary for two issues related to this project;
1) Approval of the plans and specifications for the project
2) Authorization to advertise for Bids
2. History:
The need for this project was identified during the acquisition of Glenshire Water System.
3. New information:
During the acquisition of Glenshire Water System, the need for some pipeline improvements to
address fire flow deficiencies was identified. One of the necessary improvements is a second
pipeline to serve water into the west end of the Glenshire 1 pressure zone. This area is shown
on Figure 1 and consists of streets in the vicinity of Royal Way, Nelson Street, Cavalier Rise
and Royal Crest Drive.
The project consists of about 1,600 feet of pipeline along Donnington Lane and The Strand and
an additional 900 feet of pipeline along Sherwood Drive and Kent Drive. The general pipeline
layouts are also shown on Figure 1.
This project has been coordinated with the Town of Truckee's Pavement Management Program
and the Town with be repaving The Strand and Kent Drive after the District completes the
pipeline construction in those areas.
The engineer's estimate for construction of the entire project is about$300,000. It is intended
that money be transferred from the Surplus Land Trust Fund to pay for this project. This money
would then be repaid upon the sale of the surplus land previously owned by the Glenshire
Mutual Water Company.
The proposed schedule is listed below:
File CEQA Initial Study: May 16, 2003
Hold CEQA Public Hearing: June 4, 2003
Begin Advertising: June 5, 2003
End of CEQA 30-Day Public Comment Period: June 15, 2003
Approval of CEQA NOD: June 18, 2003
Open Bids: June 26, 2003
Award Contract: July 2, 2003
Begin Construction: Week of July 14, 2003
Complete Installation of Pipelines in Kent Drive and The Strand: August 22, 2003
Complete Installation of all other Pipe, Services and Fire Hydrants: October 15, 2003
Complete Site Clean-up and Demobilization: November 14, 2003
The District is currently completing the CEQA process for this project. The planned project
schedule will allow for Addenda to be issued in response to CEQA comments prior to the Bid
Opening. It is necessary to have the Bidding and CEQA processes in parallel in order to have
portions the project completed before the Town paves the roads.
4. Recommendation:
I recommend that the Board:
1) Approve of the plans and specifications for the project.
2) Authorize staff to begin advertising for Bids with a Bid Opening Date of June 26,
2003.
