Why this matter is before the board: Bids were opened on May 13, 2003 for construction of the Coachland 1-80 Undercrossing Project. 2. History: The need for this project was identified and documented in the 2001 Water Master Plan. The project was included in the 2003 Water Capital Improvement Budget previously approved by the Board. An amount of$100,000 was budgeted. The Board previously approved plans and specifications for the project, authorized the District to enter into a joint agreement with TSD for construction of the project and authorization for TSD to advertise for bids and authorized expenditure of $65,000 of District funds to construct the project. 3. New information: The Bid Opening was held by TSD at the TSD Board Room on May 13, 2003. Five bids were submitted. They are summarized below: Contractor Location Bid Amount Advanced Asphalt Truckee, CA 144,200 Herbert Suter Construction Reno, NV 155,230 Remcon Oakdale, CA 158,158 FW Carson Incline Villa e, NV 196,500 Pfister Excavating Vallejo, CA 217,450 TSD reviewed the Bid and awarded the Contract to Advanced Asphalt at its Board of Directors meeting on May 15, 2003. A breakdown of the $144,200 bid determined the District's share to $72,450. It should be noted that the District will incur some additional costs related to field testing and inspection and administration performed by TSD for this project. These costs are estimated at between $5,000 and $10,000. .......... ......... ..... ....... ... ... 4. Recommendation: 1. 1 recommend that the Board authorize an expenditure of District funds in an amount not to exceed $85,000 to construct the project. 2, 1 further recommend that the funding source for this project be water facilities fees and staff is authorized to transfer not to exceed $85,000 from water facilities fees to pay for this project. 3. District staff have identified four currently vacant parcels that will benefit from the construction of this 12-inch pipeline. These parcels are APNs 19-420-16, 19-420-18, 19- 420-34 & 19-420-43. When these parcels develop, the Developer of each parcel will be required to reimburse the Water Facilities Fees account a proportionate share of the amount actually expended on the project. This reimbursement will be in addition the normal facility fees charged to that project at the time it develops.
