Subject: Construction of the Donner Lake Tract Pipelines Project
1. Why this matter is before the board:
District Staff has prepared a set of Bid Documents for construction of the Donner Lake Pipelines
Project.
Approval from the Board of Directors is necessary for three issues related to this project;
1) Approval of the plans and specifications for the project
2) Authorization to advertise for Bids
The agreement between the District and Southwest Gas will be similar to the agreement that
covered construction during the Summer of 2001.
2. History:
The need for this project was identified during development of the future pipeline layout for the
Donner Lake area.
3. New information:
The existing water system in the Donner Lake Tract is separate and disconnected from water
system formerly operated by Donner Lake Water Company. This system consists of two
wooden 10,000 gallon tanks fed by springs and a system of 1.5-inch pipes feeding water to 37
houses. The location of the Donner Lake Tract is shown on Figure 1. This area is also known
as the Donner Tract or the Government Tract.
During 2002, The homeowner's association was cited for operating a water system without
certified operators. Discussions were then held between the District, the homeowner's
association and the Nevada County Department of Health regarding the water system. It was
agreed that the District would provide a new water source to the area and the use of water from
the springs would be stopped.
The proposed system for the Donner Lake area calls for a 12-inch pipeline routed through the
Donner Lake Tract from Olympic Drive to Denton Avenue to provide transmission capacity from
the Armstrong Tract to Cedar Point Drive. Smaller pipes would branch off from this 12-inch to
provide service to the residences. The work of this contract involves constructing enough
facilities to provide for the existing residences. Additional construction will take place during
facilities to provide for the existing residences. Additional construction will take place during
2004 to connect the pipelines installed this year to Denton Avenue and to Olympic Drive.
Southwest Gas has not yet installed mainline gas piping in the Donner Lake Tract. This project
will install the water and gas piping jointly similar to the other pipeline construction that has
taken place at Donner Lake. The roadways in the Donner Lake Tract are narrow dirt roads with
limited workspace. The joint construction will reduce impacts upon the homeowners and should
provide a lower cost to the District than constructing the water piping by itself.
The agreement between the District and Southwest Gas will be similar to the agreement that
covered construction during the Summer of 2001. The agreement has not been finalized and is
awaiting Bid Prices from the apparent low bidder before it can be completed.
District staff anticipates that the water portion of this project will be submitted for funding under
the State Revolving Fund. Therefore, a MBE/WBE requirement has been included in the project
in order to comply with State requirements.
During the Summer of 2002, the District conducted the CEOA process for the project and the
Notice of Determination was filed with Nevada County on August 8, 2002.
The engineer's estimate for construction of the entire project is about$325,000, The District's
portion of that cost is estimated at about $265,000.
The proposed schedule is listed below:
Begin Advertising: May 8, 2003
Open Bids: June 12, 2003
Finalize Agreement with Southwest Gas: June 12 to June 17, 2003
Award Contract: June 18, 2003
Approve Agreement with Southwest Gas: June 18, 2003
Begin Construction: Week of June 23, 2003
Complete Installation of Water and Gas Mains: August 1, 2003
Perform Pipeline Testing and Disinfection: Week of August 4, 2003
Begin Installation of Services and Fire Hydrants: August 11, 2003
Complete Installation of all Services and Fire Hydrants: October 15, 2003
Complete Site Clean-up and Demobilization: November 14, 2003
4. Recommendation:
I recommend that the Board:
1) Approve of the plans and specifications for the project.
2) Authorize staff to begin adavertising for Bids with a Bid Opening Date of June 12,
2003.
