Lim Memorandum To: Board of Directors From: Neil Kaufman, Water Systems Engineer Date: April 27, 2003 Subject: GEOTECHNICAL TESTING SERVICES FOR SUMMER 2003 1. Why this matter is before the board: Approval from the Board of Directors is required for all expenditures greater than $15,000. 2. History: During the 2002,the District issued an RFP for Geotechnical Testing Services. Eight proposals were received and reviewed by District staff. A recommendation was made to the Board to retain Converse Consultants to performing the testing work. District staff feels that Converse's work was satisfactory. District staff are not properly trained or equipped to perform this testing work. 3. New information: The District staff has proposed construction of about 5,000 feet of water pipeline during the Summer of 2003. About 2,500 feet is located along Donnington Land, Kent Drive and Sherwood Drive in the Glenshire area. The remaining 2,500 feet of pipeline is located in the Donner Lake Tract. I requested that Converse provide a proposal to perform testing work for the planned construction described above. A copy of that proposal is attached. 4. Recommendation: I recommend that the Board approve entering into a contract with Converse Consultants to perform geotechnicai testing services at an hourly rate of$65 per hour. Water System Engineer Truckee Donner Public Utility District Post Office Box 309 Truckee, California 96160 SUBJECT: PROPOSAL FOR TESTING AND INSPECTION SERVICES TRUCKEE DONNER PUBLIC UTILITY DISTRICT Converse Consultants (Converse) would appreciate the opportunity to provide testing and inspection services to the Truckee Donner Public Utility District. Services will be provided under the direction of the undersigned. Recently, Converse has provided similar services to Truckee Donner PUD during the 2002 construction season. We understand that the 2003 work will consist of the construction of 5,000 feet of main line, with services, in Glenshire and Donner Lake. We further understand that no work is proposed to be conducted in Placer County. The project duration is estimated at 3 months with the project starting in the middle of June. Only part time testing and inspection will be required. Moreover, as was last year, we assume that the work will be subject to California Prevailing Wage Law. Accordingly, our proposed fee is significantly higher in order to comply with the labor code. Our hourly fee for this project will be $65.00, This fee includes all mileage and travel costs. Accordingly, for an estimated 60 working days at 4 hours per day, our estimated total fee for field-testing and inspections is $15,600. Required report preparation and laboratory work is estimated to be an additional $1,500.
