Memorandum
To: Board of Directors
From: Peter Holzmeister
Date: March 26, 2003
Subject: Workforce Housing Association of Truckee Tahoe
1. Why this matter is before the board:
This matter involves District membership in the Workforce Housing Association of
Truckee Tahoe (WHATT). There are several organizations that we join each year.
Generally, I authorize the payment of membership dues and participation in the
organization without submitting the matter to the board of directors. However, WHATT is
potentially a politically sensitive organization in Truckee, and I do not want to authorize
the District's membership without board approval.
2. History:
There have been ongoing discussions in Truckee regarding the lack of affordable
housing for people who work in our area. Several employees of this District now live in
Reno or in the Loyalton area. When we recruit employees we find that they are shocked
by the price of housing in Truckee. Apparently other employers are finding the same
thing. WHATT has formed to try to address this issue.
3. New information:
WHATT has asked the District, and several other larger employers in the area, to join
WHATT and participate in its activities. Attached is a membership application form
containing information about its mission, its board of directors, its founding members,
and so forth.
4. Recommendation:
I recommend that the board give me guidance regarding participation in WHATT.
