Subject: Annexation of Coyote Run Project to the District's Water Service Area
1. Why this matter is before the board:
The developer of the Coyote Run project has requested that the District provide water service to
the project. The subject parcel is not currently within the District's water service territory and an
application for annexation must be submitted to the Nevada County LAFCO. The Nevada
County LAFCO requires a resolution by the Board of Directors to submit the annexation
application.
2. History:
At the March 19, meeting, the Board adopted Resolution No. 2003-12 which established a
policy governing the annexation of property to the District for water service.
The Coyote Run project is located on Placer County Parcel 080-270-005, along the common
Nevada County/Placer County line. A 20-lot planned residential development is proposed. The
developer's have submitted a development agreement application to the District. The location of
the parcel is shown on the attached Figure 1.
Directly adjacent to the Coyote Run project is a vacant parcel located within the Town of
Truckee, with a proposed project consisting of 71 single-family units. This project is currently
designated as Arbor Meadows by the developer. I have evaluated the existing distribution
system for its capacity to serve both of these projects. It was determined that construction of a
12-inch pipeline along SR 267 from Martis Valley Road to the project site would be necessary to
provide adequate fire flows. The location of required 12-inch pipeline is shown on Figure 2,
along with the proposed layout of the Arbor Meadows and Coyote Run projects. Both
developers have been informed of the need for this pipeline.
3. New information:
The following information is provided in accordance with Resolution No. 2003-12:
a. The parcel to be annexed is Placer County APN 080-270-005.
b. The parcel is within the District's Sphere of Influence as defined in Plate 3 of the Sphere
of Influence Report, October 1996.
c. The subject project consists of 20 single-family residential units. Sufficient water supply
capacity exists to serve the project. The District has identified the need to install a 12-
inch pipeline along SR 267 from Martis Valley Road to the project site in order to provide
adequate fire flows.
d. The Developer has agreed to pay the costs of processing the annexation application as $
evidenced on the attached form. s

4. Recommendation:
I recommend that the board adopt the resolution asking Nevada County LAFCO to initiate
annexation proceedings. This resolution acknowledges District review of the Placer County
environmental review of the proposed project and concurrence with the findings as related to
provision of water service.

Subject: Annexation of Coyote Run Project
The District is preparing an application with the Nevada County LAFCO to annex the Coyote
Run project into the District's water service territory.
The Nevada County LAFCO has requested that the District review the environmental documents
prepared by Nevada County for this project. A Mitigated Negative Declaration (MIND) was
prepared and the comment period was completed on October 11, 2001. I do not have the date
when the final document was filed.
I have reviewed the MND and I believe that it is truthful and accurate with two exceptions.
1) Under Section 12 — Utilities and Service Systems, the MND indicates that the District
will provide both electric and water service to the project. The project is located in
Placer County within Sierra Pacific's electric service territory and it is the District's
intent to provide only water service to the project.
2) Under Section 15 — Recreation, the MND notes an increased demand on recreation
facilities in the North Tahoe PUD and Martis Valley Recreation Area. I believe that the
increased demand for recreation facilities would fall almost entirely upon the Truckee
Donner Recreation & Park District and that the original MND should have noted this
impact.
There does not appear to be any issues in the MND as related to provision of water service to the
project.

Application by Truckee Donner Public Utility District
Requesting the Local Agency Formation Commission of Nevada
County to Take Proceedings for the Annexation of Placer County
APN 080-270-005 for the Coyote Run Planned Development
WHEREAS, the property owners of APN 80-270-005 have requested the District to initiate
the annexation process in order to provide water service to the Coyote Run Townhome
Development, a 20-unit planned development located in both Nevada and Placer Counties ;
and
WHEREAS, the Truckee Donner Public Utility District desires to initiate proceedings
pursuant to the Cortese-Knox-Hertzberg Local Government Reorganization Act of 1985,
commencing with Section 56000 of the California Government Code, for the annexation of
Placer County Assessor's Parcel No. 80-270-005;
NOW THEREFORE BE IT RESOLVED by the Board of Directors of the District as follows:
1. Application and proposal are hereby made to the Nevada County Local Agency
Formation Commission for the annexation of certain uninhabited territory to the
Truckee Donner Public Utility District. The exterior boundaries of such territory
are described in the legal description attached hereto and by reference made a
part hereof.
2. It is desired that the proposed annexation provide for and be made subject to
the following terms and conditions: the property owner shall finance all
connection expenses, water system modifications and annexation costs.
3. The reason for this proposal is to provide water service to the above-described
territory.
4. This annexation is consistent with the sphere of influence adopted for the
Truckee Donner Public Utility District by Nevada LAFCo in 1983. The District's
sphere plan was updated in 1998 to comply with new Nevada LAFCo
requirements, however, only the Nevada County portion of the plan was adopted
by Nevada LAFCo. The District therefore requests that Nevada LAFCo proceed
with this proposal in consideration of the following: the District has documented
its ability to provide sufficient and sustainable service to the project, the District
serves adjoining properties, the proposal is generally consistent with LAFCo's
policy objectives, and the update of the Placer portion of the District's sphere
has been delayed only at the request of Placer County, not because of the
District's failure to provide adequate information.

5. The County of Placer has reviewed and approved the project and has adopted a
Mitigated Negative Declaration and conditions of approval. The District has
reviewed the County's environmental findings and conditions of approval and
concurs with the findings related to the District's provision of water service.
6. The District certifies that, pursuant to Government Code Section 56663, the
subject territory is uninhabited and that all owners have provided written consent i
to annexation. The Board of the Truckee Donner Public Utility District, as the
only agency that will gain or lose territory as a result of this annexation, hereby ;
consents to a waiver of the final protest hearing by Nevada LAFCo. ;
7. Truckee Donner Public Utility District staff is hereby authorized and directed to
file a certified copy of this resolution with the Executive Officer of the County of
Nevada Local Agency Formation Commission.
