Subject: Salary scale for management and exempt employees
1. Why this matter is before the board:
This matter involves consideration of the salary scale for management and exempt
employees. The board sets salary scales for that group of employees.
2. History:
Last year the board established a salary scale for management and exempt employees.
I was authorized to place employees at a point within that range based on my judgment.
The idea was that the scale would be reviewed periodically to keep it current with
comparable salaries. A copy of the current salary scale is attached
3. New information:
We have tentatively settled with the union regarding hourly wages for the next three
years. Their package includes a 3% increase each year for three years. It also includes
various equity wage increases to let them catch up with the wages paid in comparable
organizations. A copy of the proposed salary scale is attached.
I would like the board to consider increasing the management and exempt salary scale
by 3%. There are other benefit programs applicable to management and exempt
employees set forth in the District Code of Policies that I will ask the board to consider
amending in the near future, to bring them in line with the benefits enjoyed by union
employees.
4. Recommendation:
(1) 1 recommend that the board adopt the amended salary scale for management and
exempt employees effecting a 3% increase, retroactive to January 1, 2003
(2) The salary of the general manager is set by ordinance. I recommend that the board
schedule a public hearing to consider the salary of the general manager and that a
closed session be scheduled to conduct a review of my performance.
