Subject: Salary for General Manager
1. Why the matter is before the board
At the last meeting you decided to review my performance and salary. If you decide to change my salary
you must do so by ordinance following a public hearing. Only the board can adopt an ordinance and
change the salary of General Manager.
2. History
Last year you adopted a salary scale for general manager and placed by salary at step 3. The current
salary scale is as follows:
Step 5 120,000
Step 4 116,000
Step 3 112,000
Step 2 108,000
Step 1 104,000
Entry 100,000
I have updated the salary survey from last year for the following positions:
2003
Squaw Valley Community Services District 119,088
TTSA 120,600
TSD 126,000
STPUD 133,452
Plumas Sierra REC 145,000
Incline Village GID 125,000 (Plus bonus up to$25,000)
TDPUD current 112,000
3. New information
If you increase the salary scale for the position of General Manager by 3%, the amount of the increase for
union and management/exempt employees, the scale would be as follows:
Step 5 123,600
Step 4 119,480
Step 3 115,360
Step 2 111,240
Step 1 107,120
Entry 103,000
I will be preparing a memo describing what has happened in our District during the past year and my
involvement in it so that we can discuss my performance. I will get that to you as soon as possible so we
can have a productive discussion in closed session.

Ordinance No . 2003 - XXX
Effecting a compensation adjustment for the General Manager
WHEREAS the board of directors employs a general manager to manage the day by day affairs of the
District; and
WHEREAS there exists a salary scale for the position of general manager; and
WHEREAS the board establishes the salary scale for general manager and determines the place within that
scale at which the general manager's annual salary is to be set; and
WHEREAS the board of directors wishes to amend the scale and set the general manager's salary within
that scale for 2003;
Now therefore be is ordained by the Board of Directors of the district that effective thirty days from the date
of passage of this ordinance the following action occur:
1. The salary scale for the position of general manager shall be increased by three percent (3%) such that it
reads as follows:
Step 5 $123,600
Step 4 119,480
Step 3 115,360
Step 2 111,240
Step 1 107,120
Entry 103,000
2. The salary for the general manager shall be set at Step_effective January 1, 2003
3. The Deputy District Clerk of the District is directed to publish this ordinance in accordance with the laws
of the State of California.
PASSED AND ADOPTED by the Board of Directors at a meeting duly called and held within the District on
the sixteenth day of April 2003 by following roll call vote:
