Subject: Contract with Sauers Engineering, Inc. for Glenshire Booster Pump
Station and Pipeline - CEQA Environmental Review
1. WHY THIS MATTER IS BEFORE THE BOARD
A booster pump station and approximately 2000 ft. of pipeline needs to be
constructed to complete the transition of Glenshire area to be served with water
from the District's water supply. For the District to construct these projects, a
CEQA Environmental Review must be completed. The purpose of this matter
before the Board is to request an approval of a contract with Sauers Engineering,
Inc. to perform the CEQA Environmental Review.
2. HISTORY
The Glenshire Area became part of the District's water service area in 2002. The
District plans to serve the Glenshire Area with water from a source outside of the
area. As part of the project to convey and provide this source of water, a booster
pump station and 2000 feet of pipeline will need to be constructed. All of these
project elements were identified at the time that Glenshire Area became part of the
District and are included in the Glenshire funding requirement to become part of the
District.
3. NEW INFORMATION
Staff has identified the areas of construction and has completed plans for these
projects. Staff will be bringing plans and specifications to the Board for approval to
bid in the near future.
4. RECOMMENDATION
That the Board approves the Engineering Services agreement with Sauers
Engineering, Inc. for Environmental Review for the Glenshire Booster Pump Station
and Pipeline for an amount of$9,000 as defined in the attached proposal dated
March 11, 2001

SLBJECT: GLENSHIRE BOOSTER PITMP STATION AND PIPELINE-CEQA
ENVIRONMENTAL REVIEW
Dear Neil:
This letter is our proposal for professional services to provide environmental review in
compliance with the California Environmental Quality Act(CEQA)for the proposed
Glenshire Booster Pump Station and Pipeline. The project would involve the
construction of a new booster pump station and approximately 2,000 feet of new pipeline.
The pump station would be constructed on an undeveloped parcel and the pipeline within
existing roads in the Glenshire service area. Based on our experience with similar
District projects,we anticipate that a negative declaration will be the appropriate level of
review for the project.
Scope of Services
For the construction of the pump station and pipeline,we will prepare an environmental
initial study and proposed negative declaration following CEQA Guidelines. Because the
pump station will be constructed on undeveloped land,we will provide an
Archaeological Review for the site. We will distribute preliminary documents to the
State Clearinghouse and responsible agencies. We vide! coordinate a public hearing,
receive oral and written comments and prepare responses. We Ai[I prepare a final
negative declaration and notice of determination and file appropriate final documents
with the County Clerks of both Nevada and Placer Counties and the State Clearinghouse.
Schedule of Services
We anticipate needing approximately thirty to forty-five days following the District's
authorization to proceed to prepare the initial study and the proposed negative
declaration. Depending on the number and nature of comments, preparation of final
documents for approval by the District should take an additional thirty to sixty days
including the public review period and public hearing. We expect the schedule to be
generally as shown below.

Engineer's Fee
We propose to provide the above described services for a fixed fee of$9,000 including
the Archaeological Review. These fees do not include filing fees with the Department of
Fish and Game.

your convenience and with the Board of Directors at the March 19, 2003 board meeting.
