Subject: Declaring water system material as surplus
1. WHY THIS MATTER IS BEFORE THE BOARD
This item recommends that certain water system material be declared surplus and
disposed of in accordance with District policy. Only the Board can declare material as
surplus.
2. HISTORY
The District has adopted the attached policy governing the disposal of surplus property.
It calls for the General Manager and staff of the District to evaluate the continued need
for material, and if any items are found to be unnecessary to submit a report and draft
resolution to the Board for its consideration and action.
3. NEW INFORMATION
After the storms in November and December the warehousemen were able to organize
the warehouse and came across some old material that occupies a lot of space. This
material besides being old is no longer being used by the District. We are not sure that
this material even has salvage value, the wrapping is coming off.
The material is what they call "tar and wrapped." It is welded steel that has been
wrapped with cloth and then tarred. This material was originally given to the District
when the Tahoe Donner water system became part of the Truckee Donner PUD. The
District is now using ductile iron and has no need for this material.
Attached is a list of the material that we suggest be declared surplus. It has a value of
$3,874.24
4. RECOMMENDATION
I recommend that the Board adopt the attached resolution declaring certain water
system material as surplus and directing the General manager to dispose of it in
accordance with District policy.

DISPOSAL OF DISTRICT PROPERTY

8.20.010 Disposal of Surplus Inventory. Materials Office Equipment and Vehicles
8.20.010.1 Items of inventory, materials, office equipment and vehicles considered by staff to be
no longer necessary shall be listed on an appropriate form and presented to the Manager.
8.20.010.2 When suitable, the Manager shalt direct that a resolution declaring the items surplus
and issuing a call for bids be drawn up and placed on an agenda for Board review and approval.
8.20.010.3 The Manager shall advertise the sale of the surplus items in the appropriate
newspapers and journals.
8.20.010.4 The bid opening date shall be as indicated on the pertinent resolution.
8.20.010.5 In the event that bids are not received on some items, the Manager may dispose of
such items at his discretion.

Declaring certain water system material as surplus and authorizing
staff to dispose of it in accordance with District policy
WHEREAS, the District owns certain water system material listed on the attached as
Exhibit A; and
WHEREAS, the listed material is old, no longer complies with District material standards
and is not necessary for the District's use; and
WHEREAS, the District could dispose of the material and utilize the funds from the sale of
said assets for other purposes.
NOW, THEREFORE, BE IT RESOLVED that the Board of Directors adopts the above
recitals as its findings; and
BE IT FURTHER RESOLVED that, for the reasons set forth above, the Board declares the
water system material listed on Exhibit A attached, as surplus property; and
BE IT FURTHER RESOLVED that the General Manager is directed to dispose of said
property in accordance with District policy.
PASSED AND ADOPTED by the Board of Directors at a meeting duly called and held
within the District on the 19th day of March, 2003 by the following roll call vote:
