Subject: Authorization to bid for the Red Mountain Water Storage Tank.
1. WHY THIS MATTER IS BEFORE THE BOARD:
Approval from the Board of Directors is necessary to advertise and receive bids for
construction contacts.
2. HISTORY:
There is an existing water storage tank located off Mt. Judah Drive on the south side of
Donner Lake. This tank is in poor condition and has been out of service since 2001. The
tank was removed from service in 2001 due to fears over a catastrophic collapse of the tank.
As part of the rehabilitation of the Donner Lake Water System, construction of a replacement
tank is planned. The area around the tank and along the pipeline routing is wetlands and
additional permits were required to construct the tank and pipeline replacements. The Board
previously awarded a contact to Sauers Engineering for design of the improvements.
3. NEW INFORMATION:
The design, CEQA, 401 & 404 permits and all planning for the Red Mountain Water Storage
Tank are complete. The project plans, specifications, and contract documents are complete
for the Red Mountain Water Storage Tank.

4. RECOMMENDATION.
l recommend that the Board authorize staff to advertise for, accept and open bids for the
Red Mountain Water Storage Tank with a bid opening date of September 9, 2004.

SUBJECT: RED MOUNTAIN TANK REPLACEMENT
Project plans, specifications, and contract documents are complete for the Red Mountain Tank
Replacement project. The project will include the removal of the existing tank and construction
of a new tank in the same location. The project has undergone environmental review in
accordance with the California Environmental Quality Act. We are asking for authorization to
advertise for bids with a proposed bid opening date of September 9, 2004.
RECOMMENDATION
I recommend the Board authorize advertising for bids for the Red Mountain Tank Replacement
project with a bid opening date of September 9, 2004.
