Subject: ENGINEERING SERVICES FOR FEATHERSTONE TANK WELL
ENVIRONMENTAL REVIEW (CEQA)
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for services contracts.
2. HISTORY
In 2003 exploratory test holes were drill to locate future well sites for the District's water supply. Four
sites were identified and a new production well was drilled on one of them, the Prosser Village Well
Site, The Prosser Village Well was identified as a new system supply to offset the additional water
demands of Donner Lake area being added to the main system.
The additional demands for water imposed by development require that an additional water source
be developed. Staff is proposing to drill a new well at a site identified in our test well project to be a
good location. This site is referred to as Featherstone Tank Site.
3. NEW INFORMATION
Staff is requesting the approval of a contract for services with Sauers Engineering for the
Environmental Review and to make recommendations for compliance with California Environmental
Quality Act (CEQA)for the Featherstone Tanks Well Project.
SCOPE OF ENGINEERING SERVICES
Environmental Review $8,000
4. FUNDING
Funding for this project is from Facility Fees.

5. RECOMMENDATION
That the Board approves the Engineering Services agreement with Sauers Engineering, Inc. for
service Environmental Review for the Featherstone Tank Well Project as defined in the attached
proposal dated August 6, 2004.

SUBJECT: FEATHERSTONE TANK WELL -CEQA ENVIRONMENTAL REVIEW
Dear Ed:
This letter is our proposal for professional services to provide environmental review in
compliance with the California Environmental Quality Act(CEQA)for the District's
proposed Featherstone Tank Well. The project would involve the construction of a new
production well at the site of the existing Featherstone Tank. The project will also
include the construction of a well pump station and pipeline to connect the well to the
distribution system. Based on our experience with similar District projects, we anticipate
that a negative declaration will be the appropriate level of review for the project.
Scope of Services
For the construction of the new well, we will prepare an environmental initial study and
proposed negative declaration following CEQA Guidelines. We will distribute
preliminary documents to the State Clearinghouse and responsible agencies. We will
coordinate a public hearing, receive oral and written comments and prepare responses.
We will prepare a final negative declaration and notice of determination and file
appropriate final documents with the Nevada County Clerk and the State Clearinghouse.
Schedule of Services
We anticipate needing approximately thirty to forty-five days following the District's
authorization to proceed to prepare the,initial study and the proposed negative
declaration. Depending on the number and nature of comments,preparation of final
documents for approval by the District should take an additional thirty to sixty days
including the public review period and public hearing. We expect the schedule to be
generally as shown below.

Engineer's Fee
We propose to provide the above described services for a fixed fee of$8,000. These fees
do not include filing fees with the Department of Fish and Game.

convenience and with the Board of Directors at the August 18, 2004 board meeting.
