Subject: Road Damage from the Strand Pumping Station Construction
1. WHY THIS MATTER IS BEFORE THE BOARD
At the last meeting Phil Schacht, Director of the Juniper Hills Property Owners
Association, stood up during public comment and complained to the Board that an
invoice for road damage caused by the District was not paid. Members of the Board
requested that this item be agendized for the November 17th Board meeting.
2. HISTORY
During the construction of the Strand Pump Station waterline, the roadway was
inadvertently damaged by the District's heavy equipment. in June of this year, I met with
Bob Blount of Blount Excavation & Paving at the pump station site to get a cost estimate
to repair damage to the roadway. A few days later I met with Howard Henn, the owner of
the property where the roadway needed to be repaired. I told Howard Henn that we
were in the process of getting estimates to repair the damage to the road and finish
cleaning up the job site. He asked us not to do any roadway repairs until we had heard
back from him. He was attempting to get the Juniper Hills Property Owners to agree to
an easement with him. I asked Bob Blount to go ahead and give me an estimate to
repair the road so that when we heard back for Mr. Henn we would be ready to make the
repairs. Blount Excavation & Paving estimated the repair to be $ 2,500.00. This
estimate included the re-application of the chip seat where it was damage.
3. NEW INFORMATION
The Juniper Hills Property Owners hired a contractor who made the repairs and then
paved the road in July. The letter dated June 23, 2004 from Phil Schacht outlines
JHPO's concerns.
4. RECOMMENDATION
I feel that the District should reimburse JHPO the $925.00 for the road repairs. Mr. Henn
can continue his dialogue with JHPO independently and without District involvement.

Hello Peter:
Our community in Juniper Hills has recently approved an expenditure that will
allow for paying of most of our roads. This is anticipated to occur in mid-July, 2004.
Our contractor is TM Excavating, with Tim Ryan and Michael Morgan as partners.
Duringconstruction of the new pumping station, substantial wear and damage to
the road occurred. As I indicated previously, we are to pave this section of roadway. I
requested a quotation from Tim Ryan to bring the road back to previous standards. Tim
indicated the overall damage was minimal, and that to build up the damaged crown,
compact, and re-seal would run $925. This would allow for paying this area without
additional preparation work on TM's pan.
I am requesting that the TDPUD look over this issue, and appropriate funding in
the amount of$925, payable to the Juniper Hills Property Owners. Previous attempts to
resolve this item have not been followed through by the PUD, according to second-hand
information that has made it to me. Please respond by 2JLJL04' so that we may have time
