Subject: Electric vehicle charging station
WHY THIS MATTER IS BEFORE THE BOARD: This matter involves very little
money, and I am a little reluctant to bother the board with it. Scott estimates that
the total cost to the District over three years is approximately $4,215. However,
installation of a charging station for people who drive electric vehicles is sort of
unique and the board should, perhaps, be involved in the initial establishment of
the program.
I have listed the matter on the consent calendar because so little money is
involved and because it was the subject of an earlier workshop at which the
board seemed to express general support for the idea.
HISTORY: Attached are memos from Scott Terrell describing the history of this
issue. This project is not critical to survival of the District. Nor is it a high
strategic goal of the District. However, supporting new and efficient use of
energy is something we are supposed to be involved in, especially at such a low
cost to us.
NEW INFORMATION: As I understand it, the only new information is the fact
that TDPUD will to be a party to the contract between the Factory Outlet owners
and the Electric Automobile Association
RECOMMENDATION: I recommend that the board approve a contribution of
$3,950.50 to the installation of the Truckee Electric Vehicle Charging Station at
the Factory Outlets and agree to waive the cost of electricity for three years.

Here is a new cover memo for the EV Charging station proposal to the Board for the
September 15 Board meeting. our name did not need to be in the agreement between the
Factory outlets and the EAA so that eliminated our need to worry about using their
agreement. The conditions are spelled out in this cover memo.

The EAA has offered to provide $29,213.69 to support this project. The total project cost including
TDPUD electric connection fees is $33,164.00. EAA is asking TDPUD to contribute $3,950,35 to this
project.
In exchange for TDPUD's financial support EAA has agreed to operate and maintain the Truckee EV
Charging Station for a minimum of three years. This protection is covered through a three year
contract between the Factory Outlets and the installing contractor to maintain the EV charging sites,
labor and materials,for a minimum period of three years.
It is proposed that TDPUD will provide electricity at no charge to the vehicles charging at this site for
a minimum of three years.

The Truckee Donner Public Utility District was approached several months ago regarding the
District's willingness to work with the Electric Auto Association in helping find a site in Truckee to
locate an electric vehicle charging station. Staff provided Tom Dowling with the EAA contact
information about possible sites in Truckee. The main areas looked at were the Historic Downtown,
the Albertson's/Lucky shopping center, the Safeway/Rite Aid shopping center and the Factory Outlet
shopping area.All these areas, but the Factory Outlets did not feel an electric vehicle charging station
would work for them due to existing parking problems,ect.
The EAA had received grant funding to provide electric vehicle charging stations along the 180
corridor and Lake Tahoe. The grant pays for the EV charging station and its installation. Attached is
information from EAA about their organization, grant and the EV charging stations they are installing
in northern, CA.
Truckee Donner PUD is being asked to provide an electrical connection between our current electric
service infrastructure at the Factory Outlet stores and the EV charging station. They are proposing to
locate the EV charging station at the two parking spots immediately to the left as you enter the
entrance to the Factory Outlets along Donner Pass Road. EAA is also asking TDPUD to cover the
cost of the electricity to charge the vehicles as they stop in Truckee. There is an estimated 25
charges per year at this location. At a maximum of about 30 kwhs per charge(full charge) each
charge could cost upwards of$3.50. This would amount to a $88 annual cost to the TDPUD at retail
rates. TDPUD's purchase price would be about half this cost. This site will be metered to determine
the actual cost of supplying electricity over a one year period. The North Tahoe PUD is working with
the EAA to locate a charging station in Tahoe City under the same arrangement.
Reccomendation
That the TDPUD enter into an agreement with the Electric Automobile Association to provide an
electrical connection to an EV charging station at the Truckee Factory Outlets and that TDPUD also
agree to waive the cost of electricity for one year to electric vehicles charging at this location.
