Subject: Change Order No. 2 for the Installation of Services for the North Shore of
Donner Lake— Contract A Project
1. Why this matter is before the board:
Approval from the Board of Directors is necessary to issue a Change Order to a constrcution
contract.
2. History:
The Board previously awarded the Installation of Services for the North Shore of Donner
Lake—Contract A project to Hard Line Excavating (HLE).
At the Board of Directors meeting on September 1, 2004, the Board approved Change Order
No. 1 for this project in an amount of $4,719.25. This Change Order all of the outstanding
issues encountered from the start of the project to August 5, 2004.
3. New information:
DENTON AVENUE TO ROBIN LANE:
The overall plan for rehabilitation of the Donner Lake Water System calls for the installation of a
12-inch pipeline along a portion of Robin Lane to connect to existing 12-inch pipelines that were
installed under previous contracts. The location of this pipeline is given in Figure 1. This
portion of Robin Lane is a "paper" roadway in that it was delineated in the subdivision map, but
there is not actually a driven road along this alignment. There is an overhead pole line along
this alignment that carries electric, telephone and cable TV facilities.
The total length of the pipeline is just under 500 feet and Ed Taylor had originally intended to
perform this work with Water Department personnel. There were some concerns regarding
potentially sensitive areas along this alignment and it was felt that a District crew could be more
patient and spend more time addressing any environmental sensitivities.
In the early Summer of 2004, a contractor hired by the Electric Department cleared the brush
and removed some trees along this alignment as the part of the ongoing safety efforts. Once
the tree removal was performed, the exact water pipeline alignment could be determined with
certainty. The Water Department then had Inland Ecosystems revisit the pipeline alignment to
verify any environmental sensitivity. One small ditch crossing was found that required speciai

attention. Scott Ferguson of the Lahontan RWQCB also visited the site to review the proposed
pipeline alignment. Y
Therefore, due to the reduced potential for impacts to sensitive areas and the current workload

on the Water Department, it was determined a contractor should perform this work. Hard Line
Excavating is performing work directly adjacent to this project area and I requested a price
quotation for the work. Their price proposal is:

driveway extension associated with a private residence at 14888 Donner Pass Road. At that
time, District staff anticipated that this pipeline would be extended about 900 feet all the way to
West Reed Avenue. However, this line extension was canceled due to the wetland areas
farther to the west.
There are five existing residences that are served by a small 1-inch pipe that runs downhill from
the Greenpoint Springs property. It was originally planned to connect these houses to the new
pipeline connecting to West Reed Avenue as it was built. When the 900-foot line extension to
West Reed Avenue was canceled, a shorter line extension should have been included in the
Installation of Services for the North Shore of Donner Lake - Contract A project to serve
the existing houses. However, this pipe but was inadvertently omitted from the Contract
Documents.

part of their original Bid. Their price proposal is:

4. Recommendation:
I recommend that the Board authorize Contract Change Order #2, in the amount of a $70,925
payment to Hard Line Excavating from the District. The exact payment to Hard Line Excavating
will be adjusted if installed quantities differ from those used for the price estimate
