Subject: Salary scale for management and exempt employees
1. Why this matter is before the board:
This matter involves consideration of the salary scale for management and exempt employees.
The board sets salary scales for that group of employees.
2. History:
The board has established a salary scale for management and exempt employees. I am
authorized to place employees at a point within that range based on my judgment. The idea is
that the scale would be reviewed periodically to keep it current with comparable salaries.
No salary adjustment has been adopted for this group of employees since January 2003.
Normally this matter would be presented to the Board in January. However, we spent many
months dealing with pension issues, so the salary adjustment matter was postponed.
We have an agreement with the IBEW Local 1245 regarding hourly wages for employees for
2004 which calls for a 3% increase, plus various equity wage increases to let them catch up with
the wages paid in comparable organizations. I am suggesting that the salary scale for
management and exempt employees also be increased by 3% for 2004.
3. New information:
I would like the board to consider increasing the management and exempt salary scale by 3%.
A copy of the current and proposed salary scale is attached. We have assembled a group of
superb professionals and they perform extremely well in a busy environment. I believe they
should be recognized for their dedication.
4. Recommendation:
(1) 1 recommend that the board adopt the amended salary scale for management and exempt
employees affecting a 3% increase, retroactive to January 1, 2004.
(2) The salary of the general manager is set by ordinance. I recommend that the board
schedule a public hearing to consider the salary of the general manager and that a closed
session be scheduled to conduct a review of my performance.
