Subject: Abandonment of the McGlashan Springs Pipeline on APN 19-40-05
1. Why this matter is before the board:
Board Authorization is required to abandon an easement. The US Forest Service has
requested abandonment of a Special Use Permit that is functionally equivalent to an easement.
2. History:
There is a 3-inch pipeline that connects the McGlashan Springs to the District's Northside Tank site.
This pipeline has been out of service for about 50 years and is essentially abandoned. The
approximate routing of this pipeline is given on Figure 1.
3. New information:
The US Forest Service owns a parcel of land (APN 19-40-05) just north of the District's Northside
Tank site. The old McGlashan Springs pipeline crosses the southwest corner of this property. The
Forest Service is planning on selling this property in the near future and I am working with them to
clarify the status of existing District facilities located on this Forest Service property.
Considering that the McGlashan Springs pipeline has been out of service for a long period of time,
the Forest Service has asked that the District formally terminate the Special Use Permit associated
with this pipeline.
Attached for your review and consideration is a draft Resolution to officially abandon the pipeline and
terminate the Special Use Permit.
4. Recommendation:
The Board of Directors adopt a resolution officially abandon the portion of the McGlashan
Springs pipeline that crosses the US Forest Service property designated as Nevada County
APN 19-40-05 and terminate the Special Use Permit associated with this pipeline.

AUTHORIZING AN ABANDONMENT, AS TO ITS INTEREST,
OF THE PIPELINE AND OF A SPECIAL USE PERMIT ISSUED BY THE
U.S. FOREST SERVICE ON APN 19-400-05
WHEREAS, the U.S. Forest Service currently owns a parcel of real property designated as Nevada
County APN 19-400-05;
WHEREAS, the U.S. Forest Service has expressed an intention to sell the parcel of real property
designated as Nevada County APN 19-400-05;
WHEREAS, the District holds a Special Use Permit for a water pipeline known as the McGlashan
Springs pipeline across the southwest portion of APN 19-400-05;
WHEREAS, the McGlashan Springs pipeline has been out of service for about 50 years and the
District's Water Department has no intention of reactivating the pipeline;
WHEREAS, the U.S. Forest Service has requested that the District terminate the Special Use Permit;
WHEREAS,the District Water Engineer has investigated the matter and determined that termination of
the Special Use Permit would not cause the District problems in providing water service;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Truckee Donner Public Utility
District as follows:
That the President of the board be authorized to execute a statement indicating that the
Truckee Donner Public Utility District has abandoned the portion of the McGlashan
Springs pipeline that crosses the U.S. Forest Service property designated as Nevada
County APN 19-400-05 and hereby terminates the Special Use Permit associated with
this pipeline as shown on the attached map, which has been entitled Exhibit "A".
PASSED AND ADOPTED by the Board of Directors at a meeting duly called and held within the District
on the eighteenth day of October, 2004 by the following roil call vote:
