Subject: Fiber Optic Design Software
HISTORY:
With the Board of Directors voting to move the broadband division of the PUD from a
proposed state to an official state, the process of final fiber network designing has again
begun to move forward. During the intial design stage, Steve Hollabaugh, Joe Horvath,
and myself all agreed that before construction begins, it is important to have a solid
understanding and confidence of both the fiber network design connectivity, and
predicted db loss for each fiber tap location. Traditional fiber designs have employed
Microsoft Excel spreedsheets to design splice diagrams. However, this method makes it
impossible to quality control before construction is to begin.
The Board of Directors have developed past policy that allows for the purchase of
computer software, without the need to go for bid. I would like to employ this policy for
this unique situation. See Attached Resolution.
NEW INFORMATION:
I have personally and thouroughiy researched the three leading Fiber Optic GIS
extensions for the GIS application ESRI that we currently utilize. After extensive testing,
along with comprehensive industry networking, I have concluded that "Enghouse
Fiberworks", is the right solution for Truckee Donner PUD.
FiberWORKS is an enterprise Spatial Information Management software solution that
provides design and network management capabilities for fiber cable infrastructure.
FiberWORKS is the ideal solution for communication companies, including Telecom,
CATV, Electric Utilities and Internet Service Providers who need to design fiber networks
and manage outside and inside plant assets and capacity.
Key Benefits:
Reduce design and construction costs with improved Fiber designs and usage
efficiencies.
Reduce time to market of new features and services with improved control of
Fiber cable deployment and assignment.
Improve Fiber Management by timely reporting of proximity of spare and existing
Fibers that sales can assign to new and existing clients.
• Fully integrates with our existing GIS(Design applications, of which the other two
do not.
• Provide enterprise wide deployment of information and integration with other
departments, which eliminates or minimizes data and process duplication.
RECOMMENDATION:
As a result, I am recommending the purchase of a Fiber Optic Design and
Management extension to our GIS application; in this case Enghouse Fiberworks.
The quoted price for this product is $25,000, broken down into two main
components:
• Enterprise bundle (Structures, Inside Plant, Engineering Design
Management ) $15,000.00 US
• FiberWORKS per license cost $10,000.00 US
There is also a maintenance fee with this software of 19% of the product price, or
$4750.

Directing that competitive bidding be dispensed with in
connection with the fiber optic design software
WHEREAS, the Board of Directors voted to move the broadband division of the Truckee Donner PUD
from a proposed state to an official state, beginning the process of final fiber network design; and
WHEREAS, it is important to have a solid understanding and confidence of both the fiber network design
connectivity and predicted db loss for each fiber tap location; and
WHEREAS, after extensive testing and industry networking of three leading Fiber Optic GIS extensions,
the conclusion was made that"Enghouse FiberWORKS" is the right solution for Truckee Donner PUD;
and
WHEREAS, FiberWORKS is an enterprise Spatial Information Management software solution that
provides design and network management capabilities for fiber cable infrastructure; and
WHEREAS,there are key benefits:design and usage efficiencies,control of Fiber cable deployment and
assignment, timely reporting of proximity of spare and existing Fibers, integration with TDPUD existing
GISIDesign applications, and provides enterprise wide deployment of information; and
WHEREAS, various California court decisions, including Graydon v. Pasadena Development Agency,
104 C.A. 3d 631 (1980), hold that if the subject of a contract is such that competitive proposals would be
unavailing or would not produce an advantage and the advertisement for competitive bids would thus be
undesirable or impractical, a public agency may dispense with competitive bidding; and
WHEREAS, due to the facts set forth above, competitive bidding would be unavailing and would not
produce an advantage to the District and the advertising for competitive bids would not produce an
advantage to the District and would be undesirable; and
WHEREAS, the District finds that the computer hardware, software and support services more nearly
resembles a special service, for which no competitive bidding is required, as opposed to a "good"; and
WHEREAS, Public Utilities Code Section 20206.4 generally requires that the District seek competitive
bids in connection with the purchase of goods; and
WHEREAS, the Public Utilities Code Section 16034 and Government Code Section 53060 provide that
the District may, without competitive bidding, contract for special services and advice in financial,
economic, accounting, engineering, legal, administrative and professional matters if such persons are
specially trained and experienced and competent to perform the special services required; and
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors that it adopts the above stated recitals
as its findings.

BE IT FURTHER RESOLVED BY THE Board of Directors that for the reasons set forth above, the
District finds that competitive bids for the purchase of a fiber optic design software would be unavailing
and would not produce an advantage to the District and the advertisement for competitive bids would not
produce an advantage to the District and would be undesirable and costly.
BE IT FURTHER RESOLVED that the District finds that fiber optic design software more nearly
resembles a special service, for which no competitive bidding is required, as opposed to a "good."
BE IT FURTHER RESOLVED that the District shall therefore dispense with competitive bidding for the
acquisition of Fiber Optic Design and Management extension to the GIS application,and the District staff
is authorized to purchase from Enghouse FiberWORKS:the enterprise bundle(Structures, Inside Plant,
Engineering Design Management)and the FiberWORKS license necessary to operate said system.
PASSED AND ADOPTED by the Board of Directors at a meeting duly called and held within the District
on the third day of November, 2004 by the following roll call vote:
