PublicMemorandum To: Board of Directors From: Peter Holzmeister Date: October 29, 2004 Subject: General Manager salary Why this matter is before the board: At a recent meeting you decided to review the performance and salary of the General Manager. If you decide to change my salary you must do so by ordinance. Only the board can change the salary of General Manager. History: There is a salary scale for General Manager, adopted in early 2003, is as follows. Step 5 123,600 Step 4 119,480 Step 3 115,360 Step 2 111,240 Step 1 107,120 Entry 103,000 You recently granted a 3% increase to the other management and exempt employees of the District. The union employees received a 3% wage increase on January 1, 2004 New information: Following are the salaries paid by neighboring Districts to their General Managers. Squaw Valley Public Service District 130,000 TTSA 130,116 North Tahoe PUD 130,000 Tahoe City PUD 122,373 TSD 125,400 Current salary at TDPUD 123,600 If you adopt a 3% increase to the scale for the General Manager position at TDPUD and place me at the top step, where I have been for the past few years, the scale would be as follows and my salary would be $127,308. Step 5 127,308 Step 4 123,064 Step 3 118,821 Step 2 114,577 Step 1 110,334 Entry 106,090 M . . Ordinance No. 2004 - XX Effecting a compensation adjustment for the General Manager WHEREAS the board of directors employs a general manager to manage the day by day affairs of the District; and WHEREAS there exists a salary scale for the position of general manager; and WHEREAS the board establishes the salary scale for general manager and determines the place within that scale at which the general manager's annual salary is to be set; and WHEREAS the board of directors wishes to amend the scale and set the general manager's salary within that scale for 2004; Now therefore be is ordained by the Board of Directors of the district that effective thirty days from the date of passage of this ordinance the following action occur: 1. The salary scale for the position of general manager shall be increased by three percent (3%) such that it reads as follows: Step 5 $127,308 Step 4 123,064 Step 3 118,821 Step 2 114,577 Step 1 110,334 Entry 106,090 2. The salary for the general manager shall be set at Step 5 effective January 1, 2004 3. The Deputy District Clerk of the District is directed to publish this ordinance in accordance with the laws of the State of California.
