HomeMy WebLinkAbout13 Land Surplus Agenda Item # Memorandum } To: Board of Directors f From: Peter Holzmeister Date: December 10, 2004 Subject: Declaring land as surplus Why this matter is before the board: This matter involves possible declaring certain parcels of District land as surplus and offering them for sale. Only the board can declare land surplus. History: The board has had several discussions of the land we own during the past few years. As a result of those discussions certain parcels have been declared surplus and are available for sale. We recently sold land on the South side of Brockway Road and deposited the proceeds, $4,000,000, into a surplus land trust fund which we use as a revolving fund to help finance water system improvements. New information: There are three parcels that have not been declared surplus that you may want to think about. Two parcels are above the Hilltop area and one parcel is to the north of the TDPUD headquarters building. Attached are parcel maps which I hope adequately identify their locations. We have prepared water and electric masters plans. They have not identified those parcels as necessary to current or future district operations With respect to the parcels as Hilltop, there is currently a developer interested in the adjacent land and may be interested in the District land. With respect to the land north of the District headquarters building, a neighbor has expressed interest in buying it. This may be an opportune time to offer these parcels for sale thus generating cash for use in developing needed infrastructure. Recommendation: I recommend that the board declare APN's 19-300-16, 19- 300-17 and 18-602-08 as surplus and authorize the general manager to offer them to public agencies as required by law. , P$4 Resolution No, 2004-XX Directing that certain District owned properties be declared surplus property WHEREAS, the District owns the following parcels of real property in Truckee, Nevada County, California: (1) .63 acre parcel located at 11510 Forest Lane, APN 18-602-08; (2)1.72 acre parcel located above the Hilltop area near Palisades Drive, APN 19-300-16; (3)6.74 acre parcel located above the Hilltop area near Palisades Drive, APN 19-300-17, as shown on the maps attached hereto as Exhibit "A" and, WHEREAS,the above described parcels of real property have been identified in the District's Water Master Plan and Electric Master Plan as not necessary for the District's use; and WHEREAS, the District's Strategic Plan calls for the disposition of surplus real property so as to provide funds for the expansion and enhancement of utility services by the District; and WHEREAS,the District could dispose of the above described parcels and utilize the funds from the sale of said parcels for other purposes. NOW, THEREFORE, BE IT RESOLVED that the Board of Directors adopts the above recitals as its findings; and BE IT FURTHER RESOLVED that, for the reasons set forth above, the Board declares the above described parcels of real property as surplus property; and BE IT FURTHER RESOLVED that the District comply with the applicable statutory requirements for the disposal of surplus property and actively pursue disposal of the above described parcels of real property.
