When the draft of the Water Master Plan Update- 2003 is completed and presented to the board for your review, an environmental review(CEQA) will need to be completed. Staff is requesting the approval of a contract for services with Sauers Engineering for the Environmental Review and make recommendations for compliance with California Environmental Quality Act(CEQA) for the Water Master Plan Update 2003. Civil & Environmental Engineers January 29,2003 Mr. Ed Taylor, District Water Operations Manager Truckee Donner Public Utility District P.O.Box 309 Truckee,CA 96160-0309 SUBJECT: WATER SYSTEM MASTER PLAN UPDATE 2003 -CEQA ENVIRONMENTAL REVIEW Dear Ed: This letter is our proposal for professional services to provide environmental review in compliance with the California Environmental Quality Act(CEQA)for the District's Water System Master Plan Update. The project would involve the District's adoption of an updated master plan for the District's water system. 'the update will incorporate the recently acquired Glenshire and Donner Lake water systems into the District's service area. 'Based on our experience with similar District projects, we anticipate that a negative declaration will he the appropriate level of review for the project. Scope of Services For the adoption of the master plan update we will prepare an environmental initial study and proposed negative declaration following CEQA Guidelines. We will distribute preliminary documents to the State Clearinghouse and responsible agencies. Wc.will coordinate a public hearing, receive oral and written comments and prepare responses. We will prepare a anal negative declaration and notice ofdetertnination and file appropriate final documents with the County Clerks of both Nevada and Placer Counties and the State Clearinghouse. Schedule of Services We anticipate needing approximately thirty to forty-five days following the District`s authorization to proceed and the completion of the Draft Master Plan Update to prepare the initial study and the proposed negative declaration. Depending on the number and nature of conmreuts, preparation of final documents for approval by the District should take an additional thirty to sixty days including the public review period and public hearing. These fees do not include filing fees with the Department of Fish and Garne.
