WHY THIS MATTER IS BEFORE THE BOARD The rejection of all bids recieved for Disitrict maintenance projects with expenditures exceeding $15,000 requires Board approval. 2. HISTORY In October 2013, the District publicly advertised requests for bids for the 2014 Cla-Val Pressure Control Valve Maintenance Project. On November 18, 2013, the District received 4 sealed bids in response to the advertisement. 3. NEW INFORMATION Staff has reviewed all bids received for the 2014 Cla-Val Pressure Control Valve Maintenance Project for accuracy and completion. Originally Staff found all Bids to be non-responsive due to incomplete documentation or failure to meet specifications. Thereafter, one of the bidders pointed out that it had not provided some of the requested information because the form for doing so was not included in the bid package. The bidder asserted that this omission caused some confusion. Having considered the bidder's concern, staff believes the process could have been clearer and for that reason recommends the District rejects all Bids. Specifically, staff recommends the rejection of all Bids as not being in the best interest of the District based on: • All bids received failed to document or demonstrate sufficient experience and training in the maintenance services to be provided; and The District reserves the unqualified right in its sole and absolute discretion to reject any and all bids, and to accept the bid or bids which, in its sole and absolute judgment, will, under all circumstances, best serve the interests of the District. 4. FISCAL IMPACT There is no fiscal impact associated with this agenda item. 5. RECOMMENDATION Reject all bids for the 2014 Cla-Val Pressure Control Valve Maintenance Project as not being in the best interest of the District. Michael D.
