WHY THIS MATTER IS BEFORE THE BOARD Board action is required for expenditures in excess of$15,000. 2. HISTORY Geotechnical Testing involves testing of materials such as soil, asphalt and concrete associated with the District's construction projects. The District has a need for such testing associated with its construction projects and District personnel are not trained nor equipped to perform the necessary testing work. In February 2013, the District issued a Request for Proposals (RFP) for Geotechnical Testing Services associated with the planned 2013 construction projects. The scope of work covered testing of backfill materials and asphalt associated with the District Pipeline Replacement - 2013 and Donner Lake Substation Civil Improvements projects. The RFP stated that the District could choose to retain the selected firm to perform additional testing work during 2014 and 2015 After review of the proposals, District staff recommended that Holdredge & Kull (H&K) be selected. The Board then awarded a contract to H&K. 3. NEW INFORMATION The work performed by H&K during 2013 was satisfactory. District staff requested a proposal to perform geotechnical testing for the planned 2014 construction projects. • District Pipeline Replacement-2014 • Donner Lake Substation Civil Improvements • Spring Street Pipeline Rehabilitation The cost proposal from H&K for this work is $64,592. Of that total, $58,326 is associated with the pipeline replacement project and $6,266 is associated with the substation project. 4. FISCAL IMPACT Geotechnical testing will be paid on an hourly basis and the hourly cost will allocated to the project on which the work is performed. The pipeline related work will be paid by the Water Department and the substation work will be paid by the Electric Department. It is currently estimated that the total cost to the District will be about $30,000 with about $23,000 related to the pipeline project and about $7,000 related to the substation project. The current recommendation for funding sources is: Funding Source Amount Water Department Capital Replacement Fund $58,326 Electric Department Facility Fees $6,266 Total $64,592 Sufficient funds exist from these sources to cover the costs. It is also recommended that a 10 percent change order allowance be established. 5. RECOMMENDATION a) Extend the contract for Geotechnical Testing Services to Holdredge & Kull for a base amount of $64,592 plus a 10 percent change order allowance for a total not to exceed $71,050. b) Authorize the transfer of up to $64,150 from the Water Department Capital Replacement Fund to the Water Department General Fund to cover the Water Department's share of the contract. c) Authorize the transfer of up to $6,900 from Electric Department Facility Fees to the Electric Department General Fund to cover the Electric Department's share of the contract.
