In that letter, you acknowledged that it was your responsibility to pay for the water line installation from the meter box to your house. You then indicated that the work was done at your expense. I have spoken with Neil Kaufman in regards to this issue. He is unaware of any external work that you had performed at your expense. The attached photographs show that no external work has been performed since the District's contractor installed the meter box and stubbed out the lateral towards the house foundation. In the case of your residence, the District's original plan was to connect to the existing piping that feeds your residence from the spring. However, discussions with yourself, Mr. Matt Paxton and the other members of your family indicated that you would rather that a completely new service lateral be installed. Please recall that there was some confusion regarding the location of the southwest corner of this parcel. Initial discussions between your family and Mr. Kaufman reached a consensus that the property corner was located near the rock wall along the edge of the driveway. The initial location for the meter box was at this location. This location resulted in a 15-foot long customer lateral from the box to the foundation. A survey that located the property corners and placed (or uncovered) the corner pins was performed after the meter box was originally installed. This survey determined that the property line is actually farther to the west than originally thought. The meter box location was then changed in order to accommodate Mr. Paxton's stated intention to install a new driveway along the west side of the house. It was also necessary for the District to move the meter box for 14044 Robin Lane (at the District's cost) due to the confusion regarding the property lines. It is the District's opinion that the current box location, which was chosen to accommodate the future driveway should not result in an increased cost to the District since the box was moved for Post Office Box 309 11570 Donner Pass Road • Truckee, California 96160 the homeowner's convenience. Please note that the current knowledge regarding property line location would have resulted in a customer lateral that is about 39 feet long from the property line to the foundation wall. The $600 requested in the letter of September 16 is for installation of 15 feet of customer water service lateral at a cost of $40 per foot. You are not being asked to pay for the installation of meter box. The cost of the meter box is the responsibility of the Donner Lake Assessment District. The prices given above were determined through a sealed bid process in accordance with California law. The District does not have the ability to simply select a contractor and then negotiate prices after the fact.
