Subject: Discussion of the 2014 Electric System Master Plan Report
1. WHY THIS MATTER IS BEFORE THE BOARD
This item is intended to present and overview and summary of the Electric System
Master Plan report.
2. HISTORY
The Electric System Master Plan is a comprehensive planning report providing
information on existing District electric facilities and the current level of service
provided to District customers. The Master Plan also acts as a blueprint for orderly
expansion and upgrades of the District's electric system to accommodate growth and
development within our service territory. This plan is updated every 5 years and the
last revision was completed in 2009. The Board awarded the contract for this project
at the December 18, 2013 meeting to Electrical Consultants Inc. (ECI).
3. NEW INFORMATION
The final draft of the Master Plan report are included in the Board packet for your
review. Mr. Robert Hurtig, Manager - Planning and System Studies at ECI, will
present an overview and summary of the entire report at the Board Meeting.
Significant changes since the previous report include system updates completed since
2009 and annual allocations for optical cable installation associated with SCADA
communication projects. Several projects from the previous plan which have not been
completed have been included in the current plan.
The next steps associated with this project include:
- Presentation of the CEQA Initial Study, December 2014
- Public hearing for Initial CEQA Study, December 2014
- Adoption of the Final CEQA Document and Master Plan, January 2015
4. FISCAL IMPACT
There is no fiscal impact associated with this workshop item.
5. RECOMMENDATION
Receive the report and provide comments.
