We must conduct a public hearing before increasing any of our rates or charges. History: Staff prepared a raft budget for 2004. The board reviewed that budget at two workshops. The budget suggests that water and electric rates and connection charges be increased to provide a strong financial bas for district operations. New information: Attached is an ordinance which, if adopted, would increase rates and connection charges by 5%. 1 will be prepared to make a brief presentation at the beginning of the public hearing regarding the proposed rates_ Recommendation: I recommend that the board adopt the ordinance increasing water and electric monthly rates and connection charges. s UCKEE D ONNER PublicDistrict O 1 Pionanlce No . 2003- XXX AMENDING THE ELECTRIC AND WATER MONTHLY RETAIL RATES AND AMENDING THE ELECTRIC AND WATER CONNECTION CHARGES WHEREAS District staff has prepared a budget for District operation for 2004; and WHEREAS, on December 17, 2003 a public hearing was held to receive comments from the public concerning the 2004 budget; and WHEREAS THE Board has adopted the budget for 2004; and WHEREAS the budget for 2004 recommends that electric retail rates, water retail rates, electric connection charges and water connection charges be increased to cover increases in costs of providing District services; and WHEREAS on December 17, 2003 a public hearing was held to receive public commends on proposed rate increases; NOW, THEREFORE, BE IT ENACTED by the Board of Directors of the Truckee Donner Public Utility District as follows: Section 1. Effective 30 days from the date this ordinance is adopted the following monthly electric rates shall be effective. Domestic Electric Rates: Permanent Residents Rate P10 Customer Charge: per month $5.00 Energy Charge per kilowatt-hour $0.114 Domestic Electric Rates: Non-Permanent Residents Rate S10 Customer Charge: per month $5.00 Energy Charge per kilowatt-hour $0.130 Small Commercial Rates Rate 15 Customer Charge: per month $9.70 Energy Charge per kilowatt-hour $0.137 Medium Commercial Rates Rate 20 Customer Charge: per month $96.85 Energy Charge per kilowatt-hour W0811 Demand Charge per kilowatt of demand $11.11 1 I Large Commercial Rates Rate 25 Customer Charge: per month $425.00 Energy Charge per kilowatt-hour $0.0835 Demand Charge per kilowatt of demand $10.62 Section 2. Effective 30 days from the date this ordinance is adopted the following monthly water rates shall be effective. Residential Water Rates - The Domestic Water Rates for single family homes, individual condominium units and townhouse units shall relate to the pressure zone in which said service is located. The Domestic Flat Rate Base for all zones shall be the fixed monthly rate of$41.93.The appropriate zonal pumping costs shall be added to the base monthly rate yielding the appropriate flat zonal rates as follows: Zone Rate Zone 1 44.45 Zone 2 46.67 Zone 3 47.70 Zone 4 48.81 Zone 5 49.47 Zone 6 49.89 Zone 7 52A5 Zone 8 54.08 Zone 9 54.71 Zone 10 58.21 Zone 11 61.56 Commercial Water Rates -The following Commercial Rates shall apply to all duplex and other multiple dwelling units, trailer parks, and other commercial establishments: Size Gallons Per Month Water Rate Service Allowance 3/4" 6,000 36.66 1" 11,000 43.63 11/4" 17,000 52.27 1 1/2" 24,000 61.28 2" 43,000 84,37 3" 96,000 141.47 4" 171,000 202.90 2 Water used in any month above the allowance will be charged as follows: Gallons Charge 0 to 16,000 gallons 1,7011,000 16,000 - 56,000 gallons 1.70/1,000 56,000 - 96,000 gallons 1.70/1,000 96,000 and above 1.70/1,000 The following Zone Charge per 1,000 gallons shall be added for all water used: Zone Charge Zonal .297 Zone 2 .545 Zone 3 .681 Zone 4 .818 Zone 5 .884 Zone 6 .954 Zone 7 1.259 Zone 8 1.433 Zone 9 1.504 Zone 10 1.915 Zone 11 2.317 Until meters are installed, the Commercial Flat Rate shall be based on the foregoing allowance, and the Zone Charge shall be levied against the maximum number of gallons in said allowance. Small Residential Unit Rate - Domestic water rates for single family homes, individual condominium units and townhouses units under 300 square feet with no provisions for washer/dryer,dishwasher or outside hose bib,no improved landscaping needing water other than that provided by nature, no leaking plumbing fixtures as determined by District staff. The Domestic Flat Rate Base for all zones shall be the fixed amount of $29.35. The appropriate zonal pumping costs shall be added to the base monthly rate yielding the appropriate flat zonal rates as follows: Zone Rate Zone 1 $31.87 Zone 2 34.09 Zone 3 35.12 Zone 4 36.24 Zone 5 36.89 Zone 6 37.31 Zone 7 39.87 Zone 8 40.45 Zone 9 42.13 Zone 10 45.63 Zone 11 51.08 3 Section 3. Effective 30 days from the date this ordinance is adopted the following electric connection charge schedule shall be effective. ELECTRIC CONNECTION FEES Size and Type of Service Connection Fee A. Single phase, 1201240 service Three-wire overhead 1) Temporary Actual cost 2) Permanent connection to structure $1,155 3) Temporary connection to customer-owned $1,418 power pole and subsequent transfer to structure B. Single phase, 120/240 service Three-wire underground (overhead transformer) 1) Permanent connection to structure $1,155 2) Temporary connection to customer-owned $1,418 power pole; removal of same and installation of underground permanent service to structure C. Single phase, 120/240 service Three-wire underground (padmount transformer) 1) Permanent connection to structure $1,155 2) Temporary connection to customer-owned power pole; removal of same and installation $1,418 of underground permanent service to structure Section 4. Effective 30 days from the date this ordinance is adopted the following water connection charge schedule shall be effective. a. Connection fees are charged to reimburse the District for the actual administrative, material and labor costs of connecting to the water system (excluding the service lateral). 4 b. If no protest is made pursuant to Public Utilities Code Section 16078, then this ordinance shall be effective thirty days after adoption by the board of directors of the District. Section 6. The Clerk of the District shall immediately cause a copy of this ordinance to be published in a newspaper of general circulation and posted in three places within the District. Section 7. The provisions of other Ordinances shall remain if effect to the extent that they do not conflict with this ordinance.
