HomeMy WebLinkAbout6 Martis Valley Substation Agenda Item # UCKEE DONNER Public Utility r To: Board of Directors From: Stephen Hollabaugh Date: November 14, 2003 Subject: Screening Martis Valley Substation Why this matter is before the Board — After a public input request by Cliff Hartwell, Director Maas requested that staff look into this and bring a report back to the Board. History — Cliff Hartwell came before the Board at a public input time and requested the District look into screening Martis Valley Substation. Cliff had recently built a home across the Truckee River from Martis Valley Substation, The Martis Valley substation was built in 1982, since then there has been quite a bit of building in the vicinity of the substation. This building activity has resulted is requests to screen the substation from the new residences. Mark Steiner in the developer of River View Town homes located just south and east of the substation. In the River View Town homes development agreement, the developer inquired about and suggested some landscaping on the southern and eastern sides of the substation. On the southern side of the substation there is downhill grade before a sharp right turn. River View Town homes installed a "boulder wall" just behind the sidewalk, which it installed at the town's request. River View Town homes installed some landscape next to these boulders. This is quite a ways from the substation fence. (See photo). New Information — (See Photos)I have enclosed an aerial photo of the Martis Valley Substation and photos of each side of the substation including the landscape that River View Townhomes has installed. Note that River View Townhomes installed the boulders and landscape at their cost. The boulders are actually a safety barrier in the case of a car or large truck sliding off of River View Drive into our Martis Valley Substation. I have also included two photos of the substation from East River street near Cliff Hartwell's house. Note the background behind the substation from this view point. I believe the River View Townhomes will soften the view of the substation compared to when phase 2 of this project did not exist. (Design and estimate from Village Nursery): I have approached the Village Nursery about a design and price to plant something that might "screen" the substation. That cost was $1301.81 for the plants only. I received a verbal estimate of about $300 for the drip system and timer etc. This does not include the cost of labor to install the plants. Also Village Nursery said that the plants would need a watering system for atleast the first three years. Eric of Village Nursery believed that there was a water box on the Park and Recreation parcel just east of the southwest corner of the substation approxomately 50 yards from the substation. I have not located this box due to the snow on the ground. The Park and Rec District has some of their frisbe golf in this area. Homeland Security and Vandalism issues: Due to the national Homeland Security issues, utiity infrastructure sites including substations, security must be addressed. The three steps to security of our substations are 1. Detection, 2. Delay:, 3. Response. Viewing into the substation falls into the initial detection of any intrusion either by humans or animals. We as a District must have the ability to see into the substation without entering. Currently when we drive into the driveway of Martis Valley Substation we can see into the substation to Detect if anything is out of order inside the substation. Recommendation — I recommend the Board select one of the following options: Either: A: Allow the planting of shrubs on the north side of the substation (closest to the Truckee river) and the western side of the substation. Since the River View Townhomes paid for the landscape on the south and east side of the substation, the requester of screening pay for this work. The District will investigate the water availability from the Park and Rec District for this site.
