HomeMy WebLinkAbout10 Broadband Job Descriptions Agenda Item # Staff Report To: Board of Directors From: Peter Holzmeister Date: May 3, 2004 Subject: Broadband job descriptions Why this item is before the board: This item involves creation of two new broadband jobs. This is a matter that the board should be involved in. History: We have been methodically and carefully moving toward implementation of the broadband business unit. At the last workshop meeting we discussed the three processes that are now moving along side by side: financing, bidding and LAFCo. We discussed the need to staff up now so we have inspectors ready to monitor construction. The inspectors would become the field crew at the conclusion of construction. The knowledge they would acquire during the inspection of construction activities would be invaluable to them as field technicians. New information: Attached are two job descriptions, one for working foreman and one for installation technician. Our suggestion is to recruit one foreman and two technicians. I still need to discuss wages with the union, as required in the MOU. Recommendation: I recommend that the board authorize creation of a working foreman and two installation technicians in the broadband department and authorize the general manager to meet and confer with IBEW Local 1245 regarding hourly wage for the positions. WORKING FOREMAN (BROADBAND DEPARTMENT) NATURE OF WORK Under general supervision of the Electrical Superintendent performs duties that relate to the installation and maintenance of District provided Broadband services including but not limited to IP Video and High Speed Data. Supervises installation technicians. Exercises considerable degree of decision-making that involves judgment, analysis of facts, and interpretation and application of District construction standards. Has regular contact with customers and staff requiring some tact. Engages in moderate to heavy physical exertion and works in field environment. EXAMPLES OF WORK 1. Plans, organizes and supervises the installation repair and maintenance of broadband infrastructure. 2. Installs and tests Broadband services for residential and commercial customers which could include the placement of a fiber optic cable "drop" from a District owned pole to the home or business; 3. Installs electronic gateway and back-up power supply, Cat5E cable from the gateway to the first active device in the home or office, and tests same. 4. Interprets plans, blueprints, safety orders, and government rules and regulations as related to installation activities. 5. Prepares all records and reports of construction activities as required. 6. Performs other related duties as required. QUALIFICATIONS REQUIRED Possession of a high school diploma or equivalent and specialized courses in broadband materials, technology installation and construction. At least seven years of experience in the telecommunications industry related to installation, operations and maintenance, and thorough knowledge of the principles and practices of telecommunication system operation, maintenance and construction standards and practices. Two years of supervisor experience. Experience in general utility construction and engineering. Possession of a valid Department of Motor Vehicles Class C license. Ability to perform moderate to heavy physical activity.
