Why this matter is before the board: District Staff has prepared a set of Bid Documents for construction of the Northside Transmission Pipeline Project. Approval from the Board of Directors is necessary for two issues related to this project; 1) Approval of the plans and specifications for the project 2) Authorization to advertise for Bids 2. History: The District is currently undertaking construction of a new water supply well adjacent to the Prosser Village interchange on Interstate 80. The District has identified and secured additional well sites in this general vicinity (east of SR 89 and north of 1-80) that will be constructed in the near future to provide additional water supplies for development as approved by the Town. In addition, there is excess capacity in the Glenshire Drive Well that is not currently being used in the Glenshire area or Old Greenwood that could be utilized in other parts of the service area. The existing water system does not have adequate capacity to move water from these new wells to the Donner Lake, Gateway and Tahoe Donner areas at the western end of the service area. The 2001 Water Master Plan and the Draft 2004 Water Master Plan both identified the need for a 24-inch diameter pipeline to connect the 6170 Storage Tank and the Northside Storage Tank. The planned 24" pipeline, in conjunction with an additional 24" pipeline from the Sanders Well to the Old Greenwood subdivision will allow to the movement of large volumes of water from the existing and planned wells in the Prosser Flats area to other parts of the service area. 3. New information: The project consists of about 3,150 feet of 24-inch pipeline and two flow control stations to regulate the flow of water from the 6170 pressure zone to the lower Town and Gateway pressure zones. This project was identified in the Water Department's 2004 Budget. The planned funding source for this project is Facility Fees. 4. Recommendation: I recommend that the Board: 1) Approve of the plans and specifications for the project. 2) Authorize staff to begin advertising for Bids with a Bid Opening Date of May 27, 2004. Utility District Memorandum To: Board of Directors From: Neil Kaufman Date: April 16, 2004 Subject: Construction of the Installation of Services for the North Shore of Donner Lake Project 1. Why this matter is before the board: District Staff has prepared a set of Bid Documents for construction of the Installation of Services for the North Shore of Donner Lake Project. Approval from the Board of Directors is necessary for two issues related to this project; 1) Approval of the plans and specifications for the project 2) Authorization to advertise for Bids 2. History: The purpose of this project is to continue the District's ongoing efforts to replace and rehabilitate the water system in the Donner Lake area. 3. New information: In 2002, the District contracted with Southwest Gas to install new water pipelines on the north shore of Donner Lake in a joint project. Due to funding issues related to the SRF Loan, the District was unable to proceed with connecting customers to the newly installed pipelines in 2003. The SRF funding issues have been resolved and the District is now moving forward with placing the pipelines into service, connecting the customers and abandoning the old piping. The project involves installing new water laterals and meter boxes, connecting the new meter box to the existing customer lateral and the installation of new fire hydrants. In order to ensure that the project could be completed this Summer, it was decided to break the total project into two separate construction contracts. Recommendation: I recommend that the Board: 1) Approve of the plans and specifications for the project. 2) Authorize staff to begin advertising for Bids with a Bid Opening Date of May 27, 2004.
