The District contracted with Inland Ecosystems to prepare the CEQA document for
the Northside Transmission Pipeline Project. All required steps have been
completed.
The Board of Directors held a Public Hearing on March 3, 2004. No comments were
received. The California Environmental Quality Act (CEQA) review period is closed
for the Northside Transmission Pipeline Project CEQA Mitigated Negative
Declaration, The State Clearinghouse was contacted and no comments were
received from agencies on their distribution list.
The final CEQA documents included with this report are:
• Final Mitigated Negative Declaration
• Notice of Determination
• Mitigation Monitoring Program
RECOMMENDATIONS:
I recommend the Board of Directors take the following actions-
a) Adopt the Final Mitigated Negative Declaration.
b) Approve the project for purposes of CEQA.
c) Authorize the filing of the Notice of Determination with the Office of the
Nevada County Clerk, and the Governor's Office of Planning and
Research_
d) Adopt a finding that the draft documents as circulated and the Negative

NAME OF PROJECT: Northside Transmission Pipeline
LOCATION: Truckee, California
ENTITY UNDERTAKING PROJECT: Truckee Donner Public Utility District
PROJECT DESCRIPTION:
The proposed Northside Transmission Pipeline project involves the construction of 3,150 linear
feet of 24-inch potable water transmission line that will connect the Truckee Donner Public
Utility District's Bridge Street 6170 Tank site to the District's Northside Tank site at the western
end of the alignment. The purpose of the project is to increase the east-west transmission
capabilities within the District's water system.
Finding: It is hereby found that the above named project will not have a significant effect
upon the environment_
Initial An initial study of this project was undertaken and prepared in accordance with
Study: Article V of the District's local environmental guidelines and Section 15063 of
the EIR Guidelines for the California Environmental Qualiry Act for the purpose
of ascertaining whether this project might have a significant effect upon the
environment. A copy of such initial study is attached hereto and incorporated
herein by reference. Such initial study documents reasons to support the above
finding.
Mitigation The following mitigation measures have been included in the project to avoid
Measures: potential significant effects:
3(b)! Fugitive dust emissions shall be minimized at all times utilizing control
measures including regularly applied water, and graveled and paved haul roads.
When transporting material during site preparation or construction, measures shall
be used to prevent material from spilling or blowing onto streets and highways.
Specific control measures shall be noted on grading plans.
4(a): The area near the wetland along the western end of the alignment will be
fenced off as an Environmentally Sensitive Area and lined with construction and
silt fencing to prevent heavy equipment or potential sediment movement outside
the project footprint. The District will use heavy equipment upslope of the trench
and all materials will be sidecast away from the wetland. An environmental y
monitor will be on-site during construction near the wetland habitat to prevent
indirect impacts to the wetland. Fencing or other barriers will remain in place 1

until all work that involves heavy equipment near the wetland is complete
expected not to take longer than one day_
Raptor and migratory nest surveys will be conducted prior to construction
activities. If an active nest is located in close proximity to the project site based on
recommendations made to the District by the surveying biologist, the District will
immediately notify the appropriate resource agencies.
4(b)-(c): The District's enviromnental monitor will ensure that the contractor
implements best management practices. No excess or sidecast soil will be left on
the site. The District will install the pipeline in accordance with the Statewide
National Pollutant Discharge Elimination System (NPDES) General Construction
Permit that includes best management practices for the protection of water
quality. The proposed project will also require an encroachment permit from the
Town of Truckee. Issuance of these permits, and associated mitigation measures
will ensure the project complies with environmental and public safety regulatory
standards. Impacts to conifer forest habitat will be minimized to the extent
possible by working with the contractors to avoid large trees. Any mature pine
trees removed will be replace at a 2:1 ratio by the District with 15 gallon trees of
the same species on the prc j ect site.
5(a)-(d): The District will have Dr. Susan Lindstrom, a cultural/historic
archeologist, on-call during any site disturbance. In the event that evidence of
cultural resources is encountered during construction of the pipeline, Dr.
Lindstrom would be notified to record the location of such resources and gather
available information. The District will coordinate any findings with the
appropriate state, federal, and tribal entities according to standard reporting
procedures to avoid disruption of any archaeological and historical resources.
15(a): Traffic control plans will be submitted to the Town of Truckee for approval
as part of the encroachment permit process.

MITIGATION MONITORING PROGRAM

The following Mitigation Monitoring Program checklist will be adopted by the Truckee
Donner Public Utility District (District) for monitoring and documenting compliance with
the adopted mitigation measures. Included in the checklist is a listing of the mitigation
measure, party responsible for ensuring implementation, timing process, and date of
completion. The impact and mitigation numbering represents the corresponding section
of the 1S/MND from which the reader may obtain further background information on the
scope of the impact and basis for the mitigation. This checklist shall be retained by the
District.
List of Mitigation Measures and Date of Completion
The following mitigation measures have been included in the project to avoid potential
significant effects:
Air Quality Mitigation Measure (3b): Fugitive dust emissions shall be minimized at all
times utilizing control measures including regularly applied water, and graveled and
paved haul roads. When transporting material during site preparation or construction,
measures shall be used to prevent material from spilling or blowing onto streets and
highways. Specific control measures shall be noted on grading plans.

NAME OF PROJECT: Prosser Village Well Building and
Discharge Pipeline
LOCATION: Truckee, California
ENTITY UNDERTAKING PROJECT: Truckee Donner Public Utility District
PROJECT DESCRIPTION:
The proposed project involves construction of an 18-foot by 36-foot well building, paved driveway and
parking area, and the installation of 4,190 linear feet (If) of potable water distribution pipeline within the
Old Greenwood subdivision located in eastern Truckee, California. The pipalizic will connect to the
Truckee Donner Public Utility District's Prosser Village Well. The purpose of the pipeline is to connect
the Prosser Village Well to the District's existing distribution pipelines.
Finding: It is hereby found that the above named project will not have a significant effect
upon the environment.
Initial An initial study of this project was undertaken and prepared in accordance with
Study: Article V of the District's local environmental guidelines and Section 15063 of
The EIR Guidelines for the California Environmental Quality Act for the purpose
of ascertaining whether this project might have a significant effect upon the
environment. A copy of such initial study is attached hereto and incorporated
herein by reference. Such initial study documents reasons to support the above
finding.
Mitigation The following mitigation measures have been included in the project to avoid

3(b): Fugitive dust emissions shall be minimized at all times utilizing control
measures including regularly applied water, and graveled and paved haul roads.
When transporting material during site preparation or construction, measures shall
be used to prevent material from spilling or blowing onto streets and highways.
Specific control measures shall be noted on grading plans.
4(a): Raptor and migratory nest surveys will be conducted prior to construction
activities. If an active nest is located in close proximity to the project site based on
recommendations made to the District by the surveying biologist, the District will
immediately notify the appropriate resource agencies_

4(b)-(c): The District's environmental monitor will ensure that the contractor
implements best management practices. No excess or sidecast soil will be left on
the site. The District will construct the well building and discharge pipeline in
accordance with the Statewide National Pollutant Discharge Elimination System
(NPDES) General Construction Permit that includes best management practices
for the protection of water quality. The proposed project will also require an
encroachment permit from the Town of Truckee. Issuance of these permits, and
associated mitigation measures will ensure the project complies with
environmental and public safety regulatory standards.
5(a)-(d): The District will have Dr. Susan Lindstrom, a cultural/historic
archeologist, on-call during any site disturbance. In the event that evidence of
cultural resources is encountered during construction of the pipeline, Dr.
Lindstrom would be notified to record the location of such resources and gather
available information. The District will coordinate any findings with the
appropriate state, federal, and tribal entities according to standard reporting
procedures to avoid disruption of any archaeological and historical resources.
15(a): Traffic control plans will be submitted to the Town of Truckee for approval
as part of the encroachment permit process.

The following Mitigation Monitoring Program checklist will be adopted by the Truckee
Donner Public Utility District (District) for monitoring and documenting compliance with
the adopted mitigation measures. Included in the checklist is a listing of the mitigation
measure, party responsible for ensuring implementation, timing process, and date of
completion. The impact and mitigation numbering represents the corresponding section
of the IS/MNT D from which the reader may obtain further background information on the
scope of the impact and basis for the mitigation. This checklist shall be retained by the
District.
