Subject: Donner Lake Assessment amendment
Why this matter is before the board: This matter deals with amending the assessment levied
on a developed parcel of land at Donner Lake. Only the board can amend an assessment
under the Donner Lake Assessment District.
History: TDPUD formed the Donner Lake Assessment District to provide funding for
acquisition and rehabilitation of the Donner Lake water system. We retained Lowell and
Associates to prepare the required Assessment District Engineer's Report which set forth the
manner in which individual parcels would be assessed. In adopting the Engineer's Report,
TDPUD established a formula for assessing multi-family residential units. Our formula assesses
the first unit in a multi-family residential facility at a full residential amount, $6,925.52, and each
additional unit at 50% of the full residential amount. So, a duplex would be assessed
$10,388.28 ($6,925.52 for the first unit and $3,462.76 for the second unit).
New information: It has come to our attention that a residential duplex on APN 18-351-10 was
assessed $13,851.04, Under our policy it should have been assessed $10,388.28. To be
consistent we should consider reducing this assessment. The address of this parcel is 13644
Donner Pass Road. Attached is a map showing the location of the parcel.
Recommendation: I recommend that the board reduce the assessment on APN 18-351-10 to
$10,388.28, a reduction of $3,462.22, and that this change is retroactive to the initial formation
of the assessment district.
