WHY THIS MATTER IS BEFORE THE BOARD The District's Board of Directors are required to attend mandated trainings required by law. 2. HISTORY Members of the District Board of Directors are provided training to ensure the Board Members are educated and up-to-date on current policies and laws affecting their role and the District. Board Member Orientation explores the District's operations, minutes of previous meetings, past newspaper articles (good or bad), and materials developed about the organization and its programs (brochures, press kits). Board members are shown the District's organizational chart and given information on how the Board conducts its meetings to ensure they are run efficiently In addition, the organizationas history, mission, vision and values are reviewed. The expectations of the Board Members are also discussed, along with the roles and responsibilities of the Board and staff, including time commitments. Every two years, Board members are required to attend Ethics and Sexual Harassment Prevention trainings. The Ethics training (AB1234), is a class that reviews Core Content Topics including (1) laws relating to personal financial gain by public servants such as contractual conflicts of interest and conflicts of interest and campaign contributions, (2) laws relating to claiming perquisites of office, including, but not limited to limitations on receipt of gifts and misuse of public funds, (3) government transparency laws, including, but not limited to Brown Act and Public Records Act, (4) Laws relating to fair processes such as due process requirements and competitive bidding requirement for public contracts. Ethics training will also review Core Content Ethics Law Topics under the Political Reform Act such as the Limitations on the Receipt of Gifts and Economic Interest Disclosure. The Board members also are required to attend a Sexual Harassment Prevention training as part of the state regulations. This training is required initially, upon start of office, and every two years, thereafter. This training addresses the prevention of typical types of harassment identified in the workplace. The Board Orientation, Ethics training and Sexual Harassment Prevention training is an industry standard in the local governmental agencies, including Town of Truckee, Tahoe City Public Utility District, North Tahoe Public Utility District, and Squaw Valley Public Services District. 3. NEW INFORMATION The District's Board of Directors will continue with the mandated and educational trainings in 2015 and beyond. This is an opportunity for the Board to reflect on the information they gather during these trainings and determine if there is any additional training they desire to pursue. 4. FISCAL IMPACT Fiscal impact will be the additional cost of training programs the Board desires. Costs associated with existing Board training is included in the approved FYI budget. 5. RECOMMENDATION The Board to direct staff to gather information on desired training programs in addition to the mandated training programs. 11 1p Kim Harris Michael D.
