WHY IS THIS MATTER BEFORE THE BOARD Staff is requesting the Board authorize a contract with Sauers Engineering for Engineering service for Red Mountain Tank Design and construction services and Design of two Pump Stations in Donner Lake. 2. HISTORY The Donner Lake System Improvement Project is in the final year of construction. Most of the improvements have been pipeline replacement. This year there is a need to construct a tank and two pump stations to complete along with the final pipeline replacement to complete the improvement project. 3. NEW INFORMATION The 2004 Donner Lake Improvement Project includes two Booster Pump Stations and a storage tank. The pump stations are needed to supply water to Donner Lake and the Red Mountain Hydro zone. Funds for the two Pump Stations and the Tank are part of the Donner Lake System Improvement funding. I recommending the District utilize Sauers Engineering to design and inspect the Red Mountain Tank Project and Design the two Booster Pump Stations. 0 Page 1 SCOPE OF ENGINEERING SERVICES—Fixed Fee Tank Design $7,600 Tank Site Engineering $9,000 Pipeline Engineering $5,200 Pump Station Building Design (2 stations) $11,000 Bidding for Tank $2,500 Total fixed fees $35,800 In addition to the above tasks, there are other tasks which the District and Sauers Engineering have less control over the amount of time involved in completing this tasks. Therefore, a Not-To-Exceed amount is a more appropriate method of authorizing the funding of these tasks. SCOPE OF ENGINEERING SERVICES—Not-To-Exceed Construction Engineering $5,000 Construction Inspection $7,500 Total of Not-To-Exceed tasks $12,500 RECOMMENDATION That the Board approves the Engineering Services agreement with Sauers Engineering, Inc. for the Red Mountain Tank Design and Design of the two Booster Pump Stations in the amount of $19,000 for the Fixed Fee Tasks as defined in the attached proposal dated February 24, 2004. Staff also recommends that the Board approves the Engineering Services agreement with Sauers Engineering, Inc. for Construction Engineering and Inspection of the Red Mountain Tank Project in the amount not to exceed of $12,500 for the Not-To-Exceed Tasks as defined in the attached proposal dated February 24, 2004. Box 309 Truckee, CA 96160-0309 SUBJECT: DONN.ER LAKE WATER SYSTEM IMPROVEMENTS -PROPOSAL FOR ENGINEERING SERVICES Dear Ed: This letter is our proposal for professional services for the design of the proposed Red Mountain Water Storage Tank and Hydropneumatic Pump Station,and the Richards Drive Pump Station. The District intends to construct a new water storage tank at the site of the existing Red Mountain Tank as well as a new hydropneumatic pump station on the same District owned site, The District also intends to construct a new booster pump station on Richards Drive. These projects are part of the Donner Lake Water System Rehabilitation and have been addressed in previously adopted CEQA environmental review documents. Scope of Services We propose to provide the following services: 1. Tank Design -We will provide design of the water storage tank in accordance with the AWWA D-100 standard for welded steel tanks. Tank design will include tank sizing and dimensions, tank accessories,inlet and outlet piping and valves, and connection to the distribution system. We will prepare contract drawings and technical specifications. 2. Tank Site Engineering- We will prepare a grading plan, drainage calculations,retaining wall design, and design of access road,paving, slope protection, and erosion control, including contract plans and specifications. 3. Pipeline Engineering- Design will include inlet/outlet pipeline, overflow/drainage pipeline, and control valves, including pipeline plan/profiles,construction details, and specifications. 4. Pump Station Building Design - Pump station building design will include structural, framing, floor plan,and elevations, below-floor inlet and outlet manifolding,meter vault, connection to the distribution system, grading plan, drainage, and erosion control. We will prepare contract drawings and technical specifications. 5. Bidding. We will provide services related to bidding including distribution of plans and contract documents,responding to planholder's questions, conducting the bid opening, and making recommendations regarding contract award, 6. Construction Engineering. We will provide construction engineering services including interpretation of contract requirements,preparation of field orders and change orders, review and certification of contract progress payments,reports to the District regarding project progress,supervise contractorlWater Departmentengineer coordination meetings, and related tasks. We will prepare Record Drawings for the project at the completion of the work. We will make recommendations concerning acceptance of the work. 7. Construction Inspection. We will provide periodic inspection during construction to assure compliance with the contract. This proposal does not include services related to obtaining the various permits which may be necessary to carry out the project. We would be happy to provide services for permitting at your request. This proposal also does not include geotechnical engineering services which will be necessary for retaining wall and tank footing design. Schedule of Services Design engineering should take approximately thirty to forty five days following authorization by the District. The project is expected to be constructed through the summer and fall of this year, Our services under this proposal will nm concurrent with the construction and through project close-out. We will not exceed the maximum limits without further authorization from the District. Hourly rates will be charged according to the attached rate sheet. The tasks and not-to-exceed amounts are shown below. The following are hourly rates for professional services. Overtime and weekend hours are billed at time-and-a-half Evening meetings are not considered overtime unless the total daily hours exceed eight. Senior Engineer (Registered) $ 105.00/hour Associate Engineer (Registered) 95.00/hour Assistant Engineer (EJ.T.) 85.00/hour Technician, Construction Inspector 60.00/hour Clerical 35.00/hour Expert Witness/Litigation Consulting 175.00/hour II. Consultant will remain the judge of the level of qualification required to complete a given task. In addition to the above, all expenses (telephone,postage, materials, blueprints, xerox copies, etc.)will be billed directly, at a rate of cost plus 15%. Consultant reserves the right to utilize sub-consultants when necessary. III. Clients are requested to contract directly with the vendors of significant outside services,such as soils engineering,aerial photography,title work,and so on. In the event that client wishes to retain the above services utilizing consultant as a billing agent,advance payment of the sub- consultant's fee is required. A service charge of 15% per billing will also be assessed. IV. Mileage will be billed at a rate of$0.35 per mile.
