WHY THIS MATTER IS BEFORE THE BOARD: This matter involves planning for
development of a new District corporation yard. This topic was discussed by the
directors at the September strategic plan workshop. I was asked to bring to the board a
recommendation of a consultant to help prepare a preliminary design.
HISTORY: District staff has made several presentations to the board regarding our need
for additional space for parking vehicles and storing materials. We have outgrown
parking and storage space at the District headquarters building. We now park many
vehicles outside and we store construction materials at many locations throughout our
service territory. We encounter operational problems throughout the year because of
the way we store vehicles and materials.
We acquired land from Steele Family Trust so we would be able to develop a
corporation yard. The land we acquired is larger than we need. Once we determine the
land we need for the corporation yard and for water storage tanks, we will be able to sell
the remaining land to pay the cost of developing the yard.
NEW INFORMATION: Attached for your review is a proposal submitted by Gaunt
Sommer Design Group to prepare a master plan for a new corporation yard on the
Steele Property now owned by the District. The total cost is budgeted to be $10,500.
The proposal contains information about the firm's qualifications and experience
performing similar work.
RECOMMENDATION: I recommend that the board approve the proposal dated January
12, 2004 submitted by Gaunt Sommer Design Group, with a budget of $10,500, If it
appears that the fee will exceed $10,500, Gaunt Sommer Design Group will notify the
District general manager as early in the process as possible. Before exceeding $10,500,
the matter will be submitted to the board for review and approval.

Subject: Master Plan Proposal
Dear Peter:
Thank.you for taking the time to meet with Tire and Pam: Attached is our
Proposal and Scope of Work, a proposed schedule of events for the master
planning of your project, and our Fee Schedule.
Background
Our firm, Gaunt-Sommer Design(GSD), has specific experience in the master
planning and programming of corporation yards, maintenance facilities and
administrative facilities for various public agencies. While employed at my
previous firm, I completed the programming for the Town of Truckee's
relocation to their current Town Hall site. This process involved personnel
interviews, space needs analysis and new site studies to demonstrate the
feasibility of relocating the Town Services to the new Town Hall. I also
completed the site analysis, space planning analysis and programming for the
new TTUSD Bus Maintenance Facility located on Joerger Road. Pam has
completed the site analysis,programming and site design for the new.Town of
Truckee Corporation Yard, (this project was a phased project of which only
phase I is completed): We are including our Commercial Projects Resumes for
your review.
Proposal and Scope of Work:
GSD proposes to provide Master.Planning services for the TDPUD's new
corporation yard in two phases, as follows:
Phase I: Interview key staff members to determine:
❑ scope of operations at the new site,
❑ functional relationships and
❑ space needs:
This information will'.be reviewed with you and the TDPUD's Project Manager
prior to compiling it into a planning booklet. Once the space needs are (1 t� / ( 1�
determined we will evaluate the three designated parcels to determine the most AMR

appropriate location for the yard.

Phase IL• Using the information generated in Phase I, we will provide a
conceptual design of the new corporation yard,including access roads, yard
layout and traffic circulation, building location and utility access. Conceptual
building elevations will also be provided.
GSD proposes the following Fee Structure:•
Phase I to be completed on a Time and Expense basis, using the attached Fee
Schedule (Exhibit A). We recommend a budget of$4,500 be established for this
Phase.
Phase II to be completed on a Time and Expense basis, using the attached Fee
Schedule (Exhibit A). We recommend a budget of$$6,000 be established for
this Phase.
Upon completion of Phase II, we believe this project will be ready to move -
forward to a construction documents phase of services. Once the design
parameters are approved and the scope of the project is established, we can then
provide a fee for professional services.
Pam and I have a considerable history of involvement with public agency and
public service organizations in this town, and we wish to thank you for this
opportunity to continue that involvement through the TDPUD. We look forward
