WHY THIS MATTER IS BEFORE THE BOARD Board action is required to make a change in companies that provide environmental services. 2. HISTORY The PUD has a contract with Garcia & Associates to provide professional environmental consulting. The individual that the District has worked with from Garcia & Associates is Dr. Glenn Merron. Dr. Merron has done an outstanding job for us and we feel that we have established an excellent working relationship with him. We have a high level of trust and confidence in Glenn. 3. NEW INFORMATION Dr. Glenn Merron has started his own company and has named it Inland Ecosystems. This new company provides the same environmental consulting services that Garcia & Associates provided. Staff recommends the continuation of the consultant working relationship with Dr. Merron. We are proposing a contract with Inland Ecosystems for environmental consultant services for the Northside Pipeline project, the Donner Lake Water System Improvements Project and the development of a District SWPPP/BMPlerosion control manual. 4. RECOMMENDATION a) Staff recommends that the Board close out the existing services contract with Garcia & Associates. b) Staff recommends that the Board authorized the contract with Inland Ecosystems in the amount of$34,971.00 for environmental consulting services. -A, �w ... INLAND ECOSYSTEMS I Terminal Way, Suite 204A INLAND Reno, W. 89502 Phone: (775) 786-3223 Fax: (775)786-3229 ECOSYSTEMSEmail: gmerrtm(gJn1mdecosystems.com Mr. Ed Taylor January 20, 2004 Truckee Donner Public Utility District 11570 Donner Pass Road Truckee, CA 96160 Subject: Proposal to Provide Environmental Services Dear Mr. Taylor: Inland Ecosystems is pleased to submit this Proposal to the Truckee Donner Public Utility District(District)to conduct environmental, cultural,and permitting services for: 1) The Northside Pipeline Project, the Richards Drive Booster Station, and the Truckee Donner residential development pipeline replacement(Task 1), 2) The environmental permitting for the remaining components of the Donner Lake i Water System Improvement Project(Task 2), and 3) Developing a District SWPPPBMP/erosion control manual (Task 3). My goal is to ensure that the District is provided with an exceptionally high quality of environmental documentation and communication to ensure that no delays in construction activities occur and that the project is carried out with the least amount of environmental disturbance. The estimated Not-To-Exceed costs associated with the environmental, cultural, and permitting services required for Tasks 1 through 3 totals $34, 971. I expect the project costs to be below this estimate and the District can be assured that Inland Ecosystems will only bill for quality time spent on achieving these tasks.
