Why this matter is before the board:
This matter involves securing board authorization to appear before the Town Planning
Commission representing the District's interest on a specific issue. I would like board
direction before I do that.
History: The district owns 161 acres of land west of Northwoods Boulevard, referred to
as the McGlashan property. We have recently talked about selling that land to generate
funds for construction of much needed water system infrastructure.
New information
I have learned that the Town has received a report from its staff that this parcel be
designated as open space in the new General Plan. The Town report suggests that the
open space designation is appropriate because of the severe slope of parcel. We would
lose substantial value if it is rezoned open space.
Attached is a draft letter that I would like to send to Tony Lashbrook expressing our
opposition to the open space designation. I would also like the board's approval to
attend the next Town sponsored meeting dealing with the General Plan update to speak
on the issue.
Recommendation:
I recommend that the board authorize the general manager to send a letter to Tony
Lashbrook expressing the District's opposition to designating the McGlashan property as
open space and authorizing the general manager to attend the Planning Commission
meeting to express our opposition verbally.

Dear Mr. Lashbrook;
It has come to our attention that the Planning Commission received a report
suggesting that a parcel of land owned by Truckee Donner PUD be designated
as open space in the new General Plan. The parcel in question is APN 18-010-
10 and is currently zoned R-10, I believe. We would like to go on record as
opposing the open space designation for that parcel.
The recommendation that it be designated open space is based on the belief that
the property is characterized by severe slope. Actually, the property has areas of
significant slope and areas of level land. We believe that the property has
considerable financial value. We do not wish to see that value diminished.
Attached is a topographical map of the parcel for your review.
We ask that this letter be shared with the Planning Commission and Town
Council.
