Memorandumsdosed session
To: Board of Directors
From: Peter Holzmeister
Date: November 28, 2005
Subject: Negotiations with the employee Union
Why this matter is before the Board: The Memorandum of understanding that
is ultimately negotiated will be presented to the Board for approval. The MOU
generally defines costly matters and ground rules that effect our relationship with
District employees. This is important and needs Board involvement early on.
History: The three year MOU that was last negotiated with the Union expires on
December 31, 2005. We have begun to meet with the Union committee to
discuss amendments to that MOU. A few meetings ago I discussed with the
Board the law that defines our obligation to meet and confer with the Union, the
kinds of issues likely to be raised by the Union, and the terms of the existing
MOU.
New information: Attached to this memorandum are the twenty-seven proposals
offered by the Union as suggested amendments to the MOU. Also attached are
the proposals that I offered to the Union on behalf of the District. There is still
time to propose additional District issues. I would like the chance to discuss
these matters with the Board in Closed Session on December 7.
