HomeMy WebLinkAbout4 Urban Water Management Plan Agenda Item # 4 & 5 aid Memorandum To: Board of Directors From: Peter Holzmeister Date: September 30, 2005 Subject: Urban Water Management Plan Why this matter is before the Board of Directors: This matter involves two Public hearings related to adoption of an Urban Water Management Plan and an Ordinance Establishing an Emergency Water Conservation Plan. The hearings were scheduled by the Board. History: Neil Kaufman prepared a draft Urban Water Management Plan (UWMP) which has been the subject of three workshops. Contained in the UWMP is an ordinance defining the terms of implementing an emergency water conservation process, should that ever be a necessity. Adoption of the UWMP and the Emergency Water Conservation Plan are related, and are therefore being treated together. The Board called for public hearings on the two items. The documents are attached. New information: The public hearings were noticed in the Sierra Sun. At the conclusion of the hearings you are able to adopt the UWMP and the ordinance if you are so inclined. When you read Neil's staff report for Agenda Items 6 and 7 you will se that a few modifications have been made to the ordinance. We have added a sentence or two to reflect the Town's interest in working with us on water conservation issues. We amended the emergency conservation procedure in response to a concern raised by CATT. Recommendation: I recommend that the Board Conduct two public hearings one on adoption of the Urban Water Management Plan and the other on adoption of the Ordinance Establishing an Emergency Water Conservation Plan. t K
