Subject: Donner Lake assessment amendment
Why this matter is before the Board: This matter involves amending an
assessment originally established under the Donner Lake Assessment District.
Only the Board can amend an assessment.
History: You will recall that we have given notice to owners of vacant parcels
that the practice of forgiving assessment on vacant parcels that are merged into
an adjacent parcel will end as of January 1, 2006. As a result of the notice that
we sent to owners of vacant parcels other questions are being raised. This issue
does not relate to a vacant parcel, but to an assessment on a parcel with two
dwelling units.
New information: Nancy Johnson owns a parcel of land at 13274 Donner Pass
Road at Donner Lake (APN 18-390-24). There are two residential structures on
that parcel. The parcel is assessed as two full assessments of $6,925.52 per
assessment for a total of $13,851.05. The rule we have been applying in the
case of multiple dwelling units on a single parcel is the first dwelling unit is
assessed a full assessment ($6,925,52) and each additional dwelling unit on that
same parcel is assessed a half assessment ($3,462.76). So a parcel with two
dwelling units would be assessed $10,388.28 ($6,925.52 + $3,476.13). That is
how APN 18-390-24 should have been assessed. Attached is a parcel map
showing the location of Nancy Johnson's property.
Recommendation: I recommend that the Board adopt the resolution amending
the Donner Lake assessment applied to APN 18-390-24 to $10,388.28.

Amending a certain assessment for Donner Lake
WHEREAS the Board of Directors adopted Resolution No. 2001-09 which made determinations,
confirmed assessments and proceedings, ordered the acquisition and construction of improvements
and took certain other actions relating to Donner Lake Water Assessment District No. 00-1; and
WHEREAS, subsequent to adoption of Resolution No. 2001-09, certain information has come to light
regarding a specific property owner of record whose parcel was assessed as two full assessments and
should be assessed as multiple dwelling units;
WHEREAS THE District determines that, based on the above finding, the assessment confirmed in
Resolution 2001-09 should be amended;
NOW THEREFORE BE IT RESOLVED BY THE BOARD OF DIRECTORS OF THE DISTRICT AS
FOLLOWS:
1. The parcel assessment for Nancy E. Johnson, 13274 Donner Pass Road, Truckee, CA.
APN 18-390-24 shall be adjusted to$10,388.28, rather than$13,851.05.This exception is consistent
that a parcel should get a one and a half assessment when there is a main house and a second unit on
the same parcel.
2. All other resolutions adopted by the Board of Directors shall remain in effect except to the extent that
the terms therein conflict with the terms of this resolution.
PASSED AND ADOPTED by the Board of Directors at a meeting duly called and held within the District
on the nineteenth day of October, 2005 by the following roll call vote:
