Subject: Change Order No. 2 for the District Pipeline Replacement-2005 Project
1. Why this matter is before the board:
Approval from the Board of Directors is necessary to issue a Change Order to a construction
contract.
2. History:
The Board previously awarded the District Pipeline Replacement-2005 project to Hard Line
Excavating (HLE).
On August 17, 2005, the Board of Directors approved Change Order No. 1 in an amount of
$47,101.41.
3. New information:
The pipeline construction along Schussing Way and Davos Drive has been completed.
I am requesting a Change Order to the Contract for issues covered under two general items that
will cover all of the issues encountered along Schussing Way and Davos Drive construction.
Item 1: On Davos Drive, there are two 38"h x 58"w CMP storm drain culverts located about 4
feet apart. The construction drawings called for the new water pipe to be installed
above the culverts. It was determined that the new water pipe could not installed
above the culverts since the culverts were shallower that originally thought. HLE
was directed to install the new pipe under the culverts. The actual construction
involved removal and reinstallation of 20-foot sections of the culverts and took about
two days. The cost to perform this work was $17,787.78. The amount paid under
Bid Item No. 2B will be reduced by about $1,200 (20 feet x $60 per foot) when the
final installed footages are measured.
Item 2: There is a portion of Northwoods Boulevard between Davos Drive and Christie Lane
has been experiencing low service pressures for a number of years. In the past two

years, Paul Rose has spent time with a number of residents along this area to
identify the problem. The service pressure at the street is marginal in this area and
the customers experiencing problems are all on the uphill side.
Over the winter of 2004-2005, Operations Staff was able to make some system
modifications through the opening and closing of certain valves. However, these
modifications must be reversed in order for the system to function properly in the
Summer. Consequently, a more permanent solution was needed.
The permanent solution to this problem involved extending an area served by higher
pressure (the Heidi Way Pressure Zone) along Northwoods Boulevard. In order to
accomplish this, it was necessary to excavate the third intersection of Davos Drive
and Northwoods Boulevard in order to install a piping bypass around an existing
cross. Figures 1 and 2 illustrate the solution to the pressure problem and the
actually work performed.
This solution was identified in March of 2005. It was hoped that a District crew would
have the time to perform this work sometime this Summer. In August 2005, it was
determined that a District crew would likely be unable to perform this work due to the
heavy workload. Therefore, I requested HLE to perform the work while they were
nearby on Davos Drive.
The District purchased the pipe and fittings and HLE performed the work on
September 7 and 8. While this cross was excavated, HLE also replaced a broken
valve that was located at the same intersection. HLE is owed $14,241.46 for this
work.
4. Recommendation:
I recommend that the Board authorize Contract Change Order No. 2, in the amount of a
$32,029.24 payment to Hard Line Excavating from the District.

This Change Order covers changes to the subject Contract as described herein. The Contractor shall construct,
furnish equipment and materials, and perform all work as necessary or required to complete the Change Order
Items for a lump sum price agreed upon between the Contractor and District.

The amount of the Contract will be increased by the sum of $32,029.24 and the Contract Time shall not be
extended. The undersigned Contractor approves the foregoing Change Order as to the changes, if any, in the
contract price specified for each item including any and all supervision costs and other miscellaneous costs
relating to the change in work, and as to the extension of time allowed, if any, for completion of the entire work on
account of said Change Order. The Contractor agrees to furnish all labor and materials and perform all other
necessary work, inclusive of the directly or indirectly related to the approved time extension, required to complete
the Change order items. This document will become a supplement of the contract and all provisions will apply
hereto. It is understood that the Change Order shall be effective when approved by the District.
