Subject: Declaring old Donner Lake office site as surplus
Why this matter is before the board: This matter involves declaring a parcel pf District
owned land as surplus and offering it for sale. Only the board can declare property
surplus and dispose of it.
History: When the District acquired the Donner Lake water system, we acquired the
office site of the water company. That site occupies two parcels: APN 17-170-12 and
APN 17-170-45. The attached map will help you locate these two parcels.
We have been using the site during reconstruction of the water system, but we are now
finished with that work and we no longer see a need to use that site in the future. If the
board wishes to dispose of the site you would need to begin by declaring it surplus.
After that, state law requires that we offer is for sale or lease to the School District, the
Recreation District, the State of California and the local agency providing low and
moderate income housing (the Town of Truckee in our case). These agencies have
sixty days to respond. If one of them wants to acquire the site it must pay fair market
value. If no of them wants the site we can sell it to a member of the general public.
Reconstruction of-the water system exceeded our early estimates. Total cost of the
project exceeds revenues from the assessment district by approximately $2,000,000.
Our plan has been to implement a monthly billing surcharge to cover the cost overrun.
Selling the office site could help reduce the amount of the billing surcharge.
New information: A couple of Donner Lake property owners have suggested that the
old office site should be preserved as open space. I expect to hear from at least one
advocate for that position at the board meeting on Wednesday evening.
Recommendation: I recommend that the board begin the process of disposing of the
parcels by declaring them surplus and offering them to the public agencies as required
by state law.
