HomeMy WebLinkAbout12 District Pipeline Replacement 2005 Agenda Item # Memorandum To: Board of Directors From: Neil Kaufman Date: August 12, 2005 Subject: Change Order No. 1 for the District Pipeline Replacement-2005 Project 1. Why this matter is before the board: Approval from the Board of Directors is necessary to issue a Change Order to a construction contract. 2. History: The Board previously awarded the District Pipeline Replacement-2005 project to Hard Line Excavating (HLE). 3. New information: The pipeline construction along Richards Boulevard has been completed. Completion of this pipeline was critical to the District meeting the June 30, 2005 deadline for converting the Donner Lake area to a groundwater supply. I am requesting a Change Order to the Contract for issues covered under four general items that will cover all of the issues encountered during the Richards Boulevard construction. Item 1: For a small portion of Richards Boulevard, there are two pipelines in parallel, a 6- inch pipe that was installed in the 1960s and the 14-inch pipe installed in the early 1970s. Pressures in the 14-inch were not adequate to serve the residences in the area, so it was necessary to keep the 6-inch pipe (which was higher pressure) in service. In the Fall of 2004, a 6-inch intertie between these two pipelines was constructed to accommodate additional flows generated by the Richards Pump Station. At the time that this intertie was constructed, it was anticipated that the high water elevation of the new tank to be constructed off Donner Lake Road would be at the same elevation as the existing Armstrong Tank. i During design of the Donner Lake Road Tank, it was determined that the new tank would have to be at a lower elevation than the Armstrong Tank. As a result, it was necessary to change a tee/valve assembly originally shown in the plans. The t Page 1 original Bid Item totaled $17,500,00 and was deleted from the contract. The changed design totaled $7,091.71 in cost and HLE is owed this $7,091.71. Item 2: During the Winter of 2004-2005, a District crew removed a 22 degree elbow from inside the existing manhole structure between Richards Boulevard and Interstate 80. This elbow was removed in order to accommodate pressure testing of the pipeline section underneath Interstate 80. Due to other commitments, the District crew did not have time to reinstall the 22 degree elbow and 1 directed HLE to perform this work. HLE is owed $597.11 for this work. Item 3: Due to the high pressures along Richards Boulevard it is necessary to have pressure reducing valves (PRVs) installed on the services. These pressure reducing valves were inadvertently omitted from the original Bid Documents. HLE was directed to install the PRVs at a cost of$1,354.92. Item 4: There are a number of springs and seeps located along Richards Boulevard. In addition, there are significant drainages that run through the project area carrying runoff and snowmelt from uphill areas. In an ideal situation, construction of the pipeline along Richards Boulevard would have been postponed until later in the Summer to allow the area to dry out. However, as noted above, completion of the Richards Boulevard Pipeline had to be achieved by June 30tn It was necessary to begin construction of May 2 in order to meet the June 30tn deadline. Consequently, HLE was forced to divert surface drainage around the pipe trenches and encountered a significant amounts of groundwater during the pipeline construction. In response to the groundwater I directed that the bottom portion of the trench be bedded with drain rock The wet conditions contributed to sloughing of the trench walls and undermining of the roadway pavement. In addition, it was not possible to reuse the excavated trench spoils because they were too wet. These problems likely would not have arisen in dry conditions. HLE submitted a claim for $83,367.34 related to installation of the drain rock, importation of additional backfill, disposal of additional trench spoils and the wider trench resulting from the sloughing. Also included in this claim was additional excavation required to remove a 30 foot long concrete cap over the top of the old pipe that the District was unaware of. I have reviewed the data submitted by HLE and had three meetings with the owners regarding this issue. We finally agreed upon an amount of $38,057.67 in regards to this issue. As a result of this groundwater issue, I will be revising the excavation and earthwork specifications for projects that are constructed in the future. t Page 2 4. Recommendation: I recommend that the Board authorize Contract Change Order No. 1, in the amount of a $47,101.41 payment to Hard Line Excavating from the District.
