HomeMy WebLinkAbout13 Artwork District Headquarters Agenda Item # tl G ,, # i Staff Report To: Board of Directors From: Alan Harry Date: July 15, 2005 Subject: Display of local artwork in District headquarters building We have been thinking about upgrading the image we project within our headquarters building. The District's headquarters building conveys an institutional feel with the use of traditional colors and blank walls. Recently, District staff came up with a number of ideas to spruce up the place. These ideas included new color schemes, new window coverings and the placement of local artists' creations on the walls in public areas. With these ideas in hand we updated the District's 1s`floor conference room. This make- over included the installation of wainscoting and wooden window blinds, the use of rustic paint colors, the removal and relocation of an unused bookshelf and the refinishing and cleaning of the existing conference table and chairs. The intent of this make-over was to test the waters and see if the ideas that were proposed would be acceptable for the entire facility. Along with the conference room make-over staff began looking into ways in which the facility could convey a Truckee theme. An idea that looked appealing was the displaying of local artwork in the public areas on the first floor and stairwell. Local artwork is displayed in other governmental facilities in Truckee such as Tahoe Forest Hospital. As this idea progressed several questions arose. Whose artwork would be displayed? How long would it be kept in place? What theme or message would one expect to see in the District's facility? And lastly, how could we limit the District's liability from possible theft and/or damage? In keeping with most agencies, we thought a policy dealing specifically with public art displays would be appropriate. Attached please find a draft of such a procedure for your review and comment. Note that this procedure would require that art being displayed must be in good taste, convey a positive message and have a theme consistent with the Truckee environment, Truckee history or public utilities. All artwork meeting these criteria would have the opportunity to be displayed for up to six months. During your July 20 workshop meeting we would like to discuss this matter more fully. (Locks are used to secure artwork) • Price cannot be more than $400.00. • Artwork is rotated every 4 to 6 months. • Retain for one year. You will be notified to pick up artwork. If not picked up within 60 days, the piece will become property of Truckee Donner PUD. • A short biography of the artist is requested and will be placed in the artist folder. Liability Release The exhibitor acknowledges that the Truckee Donner PUD and all handling personnel are not responsible for damage or loss of artwork, frames and glass. Artist Signature: Date: Director of Support Services: Date: Draft Policy Public Art Displays Public Art Displays are defined as watercolor, oil, pastel and photographic artwork hung in public areas within the District's facilities for a period of no less than four (4) months and no more than six (6) months. Artistic Theme The theme of all artwork displayed in District facilities shall be Truckee history, our local environment or public utilities. Such artwork must be in good taste as determined by the District general manager. Liability All artists displaying their work in District facilities must agree to and sign a Public Art Display Waiver of liability in order for their work to be displayed. Sale of Artwork All artwork will have a descriptive placard located in the bottom right corner of the piece detailing the name of the piece, its price and artist contact information.
