WHY THIS MATTER IS BEFORE THE BOARD Board approval is required for equipment purchases over $15,000. 2. HISTORY With the growth that the District has seen over the past few years, the Electric Department finds itself installing an ever increasing amount of underground primary and secondary cable. The Electric Department is continually looking at ways to enable ourselves to work safer, yet more efficient. One area we felt that we could make improvements was in underground cable installation. In the past we ordered our primary 1/0 cable on 1500 foot reels. By using short reels we were only able to complete approximately two to three pulls before needing to install new reels on our trailer. This process takes nearly two hours of crew labor each time the reels are replaced. By changing to 5000 foot reels (a standard manufacturer quantity) we are to make eight to ten pulls before needing to change reels. Along with the labor savings we have dramatically reduced the amount of short unusable scraps of wire left on the reels. Staff included and the Board approved in the 2005 Electric Department Budget, funding ($44,000) for a Turret Trailer within Electric Operations Capitol Equipment. This purchase will be funded by an equipment loan which is to be re-paid out of rates. 3. NEW INFORMATION Specifications were prepared and a request for bids was advertised for a Turret Trailer. Bids were received and a bid opening was held on June 29, 2005. One Bid was received. The results of the Bid Opening are as follows. Bidder Location Amount Sherman & ReiII Inc. Chattanoo a, Tennessee $46,700.00 This bid meets all of the specifications for the Turret Trailer. Since the bidder is out of State the District is not required to pay California Tax (7.875%) to them. The District will be required to pay the Tax at time of registration at the California Department of Motor Vehicles for a total Tax of $3,677.63 4. RECOMMENDATION Staff recommends that the Board award the purchase of a Turret Trailer to Sherman & Reilly Inc. of Chattanooga, Tennessee in the amount of $46,700.00 and authorize the finance of the Tax, $3,677.63, for a grand total of$50,377.63
