HomeMy WebLinkAbout4 Sierra meadows pump station CEQA Agenda Item # Memorandum To: Board of Directors From: Peter Holzmeister Date: April 29, 2005 Subject: Public hearing — Sierra Meadows Pump station CEQA Why this matter is before the board: This matter is a public hearing scheduled by the board of directors to receive public input regarding an Initial Environmental Study and proposed Negative Declaration for construction of a new Sierra Meadows Pump Station. History: This matter was discussed at the last board meeting. Construction of a new water pump station in the Hilltop area to serve growth was identified in the water master plan. The new pump station appeared in the Five-Year Plan of Capital Expenditures adopted by the board in January, 2005 and funding was contained in the budget for 2005. There is currently a pump station on Ponderosa Drive that is now inadequate to serve the growth that has occurred in that area. The existing building is small and in poor physical condition. The existing site is too small to permit construction of a new pump station at that location. This proposed pump station replaces the existing Sierra Meadows station and provides capacity to meet the demand for water resulting from growth. Ed Taylor has been working with Dale Creighton, representing JAR Hilltop, developers of the Hilltop Master Plan project, and has secured a commitment of an irrevocable easement for construction of this new pump station, provided the environmental review of the site demonstrates that the site is appropriate. The board authorized Inland Ecosystems to conduct the environmental review of the site. An Initial Environmental Study and proposed Negative Declaration has been prepared and circulated to the appropriate agencies. This public hearing was advertised in compliance with law. New information: At this point, the thirty day comment period is in progress. This public hearing is part of the public comment process. There is no need to take action on the documents at this time since the thirty- day comment period will not have been completed.
