HomeMy WebLinkAbout5 Water Connection charge ordinance Agenda Item # 6� �m w i w 6wi � s Memorandum To: Board of Directors From: Peter Holzmeister Date: April 1, 2005 Subject: Public hearing on draft water connection charge ordinance Why this matter is before the board: This matter involves a public hearing to gather public input on our proposed increase in connection charge schedule. Only the board can adopt an ordinance increasing connection charges, and only the board conducts the related public hearing. History: When we prepared and reviewed the budget for 2005, we talked about conducting a review of the connection charge schedule to make sure it has kept pace with cost increases. It is important to keep our connection charge schedule cost based. We have conducted that review analysis and we have determined that the fee is not recovering all of our costs at this time. We then prepared a revised schedule and drafted an ordinance which, if adopted, would increase the connection charge schedule to collect all of our costs. That revised schedule is the subject of the proposed ordinance and the public hearing. Staff has met with representatives of the Truckee Tahoe Contractors Association to discuss the method for determining the charge and the amount of the increase. A board workshop was conducted to review the proposal and a public hearing was called by the board. New information: The notice of public hearing was published in the Sierra Sun. The draft ordinance is attached for your review. Ed Taylor and Neil Kaufman will be available to discuss the specifics of the ordinance and its calculation if that is required. Recommendation: At the conclusion of the public hearing you will be in a position to modify the draft ordinance as you judge appropriate, or you can adopt it as is, or you can reject or postpone action on it. The decision is entirely yours. If you choose to take action on the proposed ordinance, that matter appears later on the agenda under item 7.
