Subject: LAFCo ballot for Alternate Special District member
Why this matter is before the board: This matter involves casting a ballot for
Alternate Special District Member on Nevada County LAFCo. Only the board is
authorized to caste that ballot.
History: We have dealt with this issue during the past couple of months.
Essentially, the LAFCo commission consists of two voting members one
alternate member who represent special districts. There are also members of
the LAFCo commission representing cities, the county and the public. The
special district members of LAFCo are actually appointed by the special districts
in Nevada County through this ballot process.
The term of office of the current alternate special district member of LAFCo, John
Drew is expiring. So we go through the election process. The process began
with giving special districts the opportunity to nominate persons to serve in that
position. We nominated John Drew to be re-appointed to another term, as did
Nevada Irrigation District, where he serves as a voting board member.
New information: Attached is the official ballot. We are being asked to caste a
ballot. Only John Drew's name appears on it because only he was nominated.
Recommendation: I recommend that the board caste its ballot for John Drew
and authorize the board president to sign the ballot.

Districts Following are the steps of the nomination and election process for an election conducted by mail:

Districts 2. Nominations are made by District resolution. The following person was nominated for
the position:

Districts Alternate Nominating Districts may also forward brief resumes for their nominees,one paragraph
or so in length,noting their qualifications for this position. No resume for Mr. Drew

Ted Owens 3. The ballot packets are sent to each independent Special District.The ballot may not be
County Alternate photocopied—only the original ballot will be counted.Only the Chair of the Board of
Directors or an appointed substitute may complete and sign the ballot. Lack of this

4. The ballot must be returned to LAFCo within thirty days—i.e., no later than the date
stated on the ballot: April 11,2005. Ballots received after 5:00 p.m. on that date will be
invalid and will not be counted.
SR Jones 5. The votes will be tallied by LAFCo staff, in the presence of a witness not affiliated with
Executive Officer LAFCo or any nominee, within seven (7)days. (Anyone wishing to witness the tally

Legal Counsel election will be sent to each Special District and to each nominee.
