Why this matter is before the board: District Staff has prepared a set of Bid Documents for construction of the District Pipeline Replacement-2005 Project. Approval from the Board of Directors is necessary for two issues related to this project; 1) Approval of the plans and specifications for the project 2) Authorization to advertise for Bids 2. History: The purpose of this project is to continue the District's ongoing efforts to replace existing pipelines in poor condition. 3. New information: There are two major components to this project. 1) Replacement of about 4,500 of leaking pipelines in the Tahoe Donner subdivision. Funds for this project were included in the Water Department's 2005 budget for this project. The planned funding source is rate monies. 2) Replacement of about 1,600 feet of pipeline in Richards Boulevard. There is an existing 14" steel pipeline located on Richards Boulevard that was installed in 1973. This pipe is currently functions at a pressure of 40-50 psi. With the construction of Richards Pump Station the pressure in this pipeline would be increased to about 225 psi. When the Richards Pump Station was first operated in December 2004 this pipeline experienced a number of failures and it unable to function at this higher pressure. As a result, replacement of this pipe is necessary. This 1,600 foot segment of pipe is the "missing link" that is preventing the District from converting the Donner Lake area off the Lake Intake to a groundwater supply. This pipe on Richards Boulevard is scheduled to begin construction on May 2, 2005. Once this pipe is completed the District will have fulfilled all of the requirements of the Department of Health Services compliance order covering the Donner Lake area. 4. Recommendation: I recommend that the Board: 1) Approve of the plans and specifications for the project. 2) Authorize staff to begin advertising for Bids with a Bid Opening Date of March 30, 2005.
