Subject: Sale of Tonini property south of Hilltop
Why this matter is before the board: This matter involves the sale of District-owned
land and only the board can sell District land.
History: The District owns two parcels of land south of the Hilltop area. Attached is a
map of the parcels we own. One parcel, shaped line a kite, is actually entirely within the
other parcel, which is shaped somewhat like a triangle.
These parcels were part of the old Tonini water system. There are active springs on the
property and evidence of an old spring water collection system. There is also an
unused steel water tank on the site. When the District acquired the Tonini water system
we also acquired these parcels.
We no longer use the springs and the steel tank. Our water and electric master plans
do not identify any future need for these parcels. The board declared these parcels as
surplus on December 15, 2005. Staff has notified the appropriate public agencies
(Recreation District, Town of Truckee, School District, and California Resources
Agency) of the availability of these parcels, and the sixty day response period has
lapsed. The School District responded stating that they are not interested in the
parcels. The other agencies did not respond.
New information: At this point I would like the board's direction on how to proceed. I
would like to have the parcels appraised and I would like to list the parcels with a real
estate agent. The process would be streamlined if the board granted authority to me to
retain a qualified appraiser and a qualified real estate agent. When the appraisal is
completed, I could return to the board in closed session and you would determine the
price at which the land would be offered and the negotiating parameters.
Recommendation: I recommend that the board authorize the general manager to
retain the services of an appraiser to determine the fair market value of the District-
owned land identified as APN 19-300-16 and 19-300-17and a real estate agent to assist
the District in selling the land. The general manager is directed to return to the board
after the value has been determined so the board can further determine the offering
price and negotiating parameters.
