Subject: Proposal for Environmental Consulting Services with Inland Ecosystems
1. Why this matter is before the board:
Board Authorization is required to award a contract for consulting services in excess of$15,000.
2. History:
The District has retained Dr. Glenn Merron to perform environmental consulting work related to
District projects, and the Donner Lake area in particular since 2001.
When Dr. Merron first starting working for the District, he was employed by a firm known as Garcia
and Associates (GANDA). Dr. Merron later left GANDA to form Inland Ecosystems along with other
key personnel from GANDA.
Dr. Merron has strong relationships with the Lahontan RWQCB, the California Department of Fish &
Game and the US Army Corps of Engineers that have enabled the District to work with these
agencies in permitting and constructing new facilities to sere the District's customers.
Dr. Merron's qualifications and resume have been presented to the Board in the past along with
those of his associates.
3. New information:
The 2005 Budget includes funds to construct a number of new capital projects. These projects
are given below, along with the current environmental permitting status. The location of these
projects is given in Figure 1.

In addition to CEQA review for the Donner Lake 6334 Storage Tank (Task 1) and the Sierra
Meadows Pump Station Replacement (Task 2) there are five other tasks to be performed
associated with the District's planned projects for 2005.
The District previously pursued construction of the Red Mountain Pump Station on the parcel
owned by the District off Mt. Judah Drive on the south side of Donner Lake. Construction of this
pump station did not proceed in 2004 due to some unresolved permitting issues with Placer
County. The District has identified a new potential location for this facility at the southwest
corner of Southshore Drive and Red Mountain Road. This is land within the Town of Truckee
right-of-way. Discussions between Dan Wilkens and Ed Taylor have determined that the Town
would be willing to accept the pump station with an arrangement similar to the permit governing
the Richards Pump Station. It is expected that this new site would represent a significant cost
savings over the previous site and this CEQA Initial Study to be conducted to ensure that there
are no fatal flaws associated with this new site. This is covered under Task 3.
The District previously filed a Stormwater Pollution Prevention Plan (SWPPP) with the State
WRCB. It is necessary to update this document to include the planned construction for 2005
and file additional information with the State. This is covered under Task 4.
Part of the Donner Lake Water System rehabilitation involves the siiplining of an existing 6-inch
pipe located underneath a creek bed on Donner Avenue. This work has been covered under
previously completed CEQA documents and the Lahontan RWQCB has been informed about
this work. However, it is necessary to complete a Stream Bed Alteration Agreement with the
California Department of Fish & Game (CDFG) to ensure that all appropriate permits are in
place, in addition, it is planned to abandon the Donner Lake Intake this Summer. Discussions
with CDFG are necessary to complete this work. This is covered under Task 5.
This Winter, Inland Ecosystems prepared an Erosion Control and BMP Implementation Manual
for the District. Beginning with the 2005 construction season, there will be mandatory training
sessions for all contractors hired by the District regarding proper erosion control procedures and
implementation of BMPs. Task 6 covers the cost of conducting these training sessions. District
staff and crews will also attend these sessions to improve crew training and knowledge.
The SWPPP filed with the State makes the District responsible for any permit violations, even if
they are caused by a contractor and not District personnel. District inspectors will be performing
inspection of contractor erosion control measures. However, Ed Taylor and I agree that an
expert review of these practices is appropriate until District personnel become more familiar with
these requirements. Task 7 covers time to conduct this expert review on a weekly basis during
the 2005 construction season.
The total cost of this work is estimated at $35,502. The proposed funding source for each task
is given below.

4. Recommendation:
The Board approve the proposal from Inland Ecosystems to perform environmental consulting
services in an amount not to exceed $35,502 with the funding source to be $11,590 from the
Donner Lake Assessment District, $19,607 from rates and $4,305 from Facility Fees.
If approved by the Board, the scope of work and fee will be written into the District's standard
contract language for signature by both parties.

Subject: Proposal to Provide Environmental and Cultural Services
Dear Mr. Kaufman:
Inland Ecosystems is pleased to submit this scope of work, cost estimate, and work
authorization to assist the Truckee Donner Public Utility District (District) with
preparation of the following tasks:
TASK 1: Prepare a CEQA Initial Study for a water tank on Donner Lake Road
south of Interstate 80.
TASK 2: Prepare a CEQA Initial Study for the new Sierra Meadows Pump Station.
TASK 3: Prepare a CEQA Initial Study for the new Red Mountain Pump Station.
TASK4: Updating the District's SWPPP to include the above projects as well as
other pipeline replacement activities along Richards Drive, within the Tahoe Donner
Subdivision, and around Donner Lake.
TASK 5: File a Streambed Alteration Agreement with the CDFG for the Donner
Avenue "slipline" and determine, through consultation with CDFG, whether any
mitigation measures are required to decommission the existing Donner Lake water
intake.
TASK 6: Development and Supervision of BMP Training Course for all District
staff and contractors.
TASK 7: Weekly BMP Inspections to be carried out every Tuesday, between May 1
and October 15,2005.
This proposal includes all the environmental and cultural resource tasks associated with
completing the two CEQA documents. The Biological work will be conducted by
Carolyn Chainey-Davis and Mark Chainey. The Cultural Resources work will be carried
out by Dr. Susan Lindstrom. I will coordinate all components of the project and complete
the CEQA document. I will also coordinate with the District to upgrade the SWPPP,
particularly training and enforcement of BMPs, for the 2005 construction season.
Our goal is to ensure that the District is provided with an exceptionally high quality of
environmental documentation and coordination to ensure that no delays in construction
activities occur and that the project is carried out with the least amount of environmental
disturbance.
Our cost estimate for the environmental and cultural services associated with the CEQA
regulatory compliance and SWPPP update is a "not to exceed" contract amount of
$35,502. I will endeavor to keep the consulting and reporting costs below this amount.
Table I provides a breakdown of all estimated costs associated with this proposal.
I realize that the District has a range of environmental consultants that are available to
carry out this important work. I also realize that the District may want to obtain additional
cost estimates for the work. I believe that Inland Ecosystems offers services to the
District in a cost effective and efficient manner.
